Commitment Title

Strengthen the management of the information published in the municipality's open government portal, which guarantees the permanent updating, monitoring, and evaluation of local management, allowing for improved administration and decision-making.

Problem

It has been identified that Quito's open government portal requires clarifications regarding new processes, simplification of access to information, and also automatic and constant updates that reflect real-time data; this has been reported by citizens, therefore it is proposed the effective repowering of the existing portal, the same that includes the Metropolitan Information System, which currently includes a battery of sectoral indicators and historical statistics with basic disaggregations according to the availability of information. In the current portal, the catalog of open data houses a total of 79 statistical databases on various topics of relevance to the local government of Quito, none of these databases has been visited of the 1154 visits (15 Nov. 2021), which indicates that there is no real involvement of society with the data of their city.

Status quo

Citizens have shown interest in access to information and active participation in decision-making, as well as in the use of Quito's open government portal; however, they also present specific demands such as effective access and quality evaluation of public services, access to regulations and data from instruments such as the LOTAIP, transparency in even the smallest of procedures and effective monitoring of those procedures that enter the municipality. The current platform, as mentioned by citizens, needs to be strengthened to meet these demands, in order to provide them with a better service and the information they require quickly and effectively. There is a lot of information scattered in the municipal entities and this makes it difficult for citizens to access it.

Action

The central objective of the commitment is to seek, together with municipal organizations, governments and CSOs experienced in the subject, a way to enhance the existing open government portal and thus provide much easier and more effective access to data such as the status of procedures, information, relevant statistics and other data of relevance to civil society. Facilitated access to all MDMQ data will allow the current low number of accesses to improve and make citizens feel closer to their administration, which can have a positive impact on MDMQ's approval ratings, which in the last citizen perception survey 2020 of Quito Cómo Vamos, had a negative 65%.

How will the commitment contribute to solving the public problem described above?

Strengthening Quito's open government portal will provide new strategies for accessing relevant information regarding the requirements of the citizens of Quito and the rest of the country; it is expected that once the portal is revamped, it can serve as a reference for the public administration of other sectors and provinces to act with a simplified framework of reference and easy access to citizens.

The Municipality of the Metropolitan District of Quito is an institutional reference that promotes a consolidated open government model for public performance, based on the principles of transparency, availability of information, mechanisms for citizen participation, accountability, and social control; which affects the design of public policies and the evaluation of the management of municipal services, through participatory and collaborative processes, requires channels and communication tools that reduce the gaps in the administration-citizen relationship, ensuring access to information in an easy, timely, reliable and free manner.
