Strengthening the Local Climate Action Plan

Problem

The challenges of climate change require new policies, instruments and innovations to work towards mitigation, adaptation and resilience.  For its part, the Rosario 2030 Local Climate Action Plan was the result of international and local commitments that encouraged the participatory construction of the Plan, as an instrument that identifies, evaluates and defines measures and actions for adaptation and mitigation of climate change, with targets for reducing greenhouse gases and promoting resilience.

Among the commitments of the plan is social participation and the involvement of institutions and citizens, by integrating them into various forums for monitoring, transparency and sustainability of the process.  Likewise, proposals between governments and social actors can strengthen policies and facilitate the implementation of climate goals.  As a result, there is a need to build spaces for participation and dialogue with representatives of different sectors of society.

Status quo

The city of Rosario has the Rosario Local Climate Action Plan 2030, which aims to increase the city’s capacity to prevent and manage the effects of climate change, with strategic objectives, sectoral guidelines, mitigation and adaptation actions, projects and emission reduction targets.  Its mission is to promote the use of clean energy and energy efficiency, sustainable mobility and the circular economy, generating capacities to deal with the effects of climate change with the participation of different actors.

We are currently undertaking a review of the plan’s projects to evaluate their follow-up.  It is planned to develop strategies for disseminating the plan, in addition to the creation of governance spaces and a local information system on climate change. The plan is framed by Municipal Ordinance No. 9.424/2015 and the National Law on Minimum Budgets for Climate Change.

Action

The importance of citizen participation has been at the base of the democratic construction of the Rosario Local Climate Action Plan 2030 – as well as the “Plan Ambiental Rosario (PAR)” – through mechanisms and activities developed by the Secretariat of Environment and Public Space.  In this context, the founding elements of the plan’s planning process provide for the design of a series of mechanisms for involving citizens and increasing the participation of civil society in order to ensure transparency and promote accountability in the plan’s implementation .

To this end, it has been proposed that the Advisory Committee on Climate Change be formed to discuss the progress of the Local Climate Action Plan and promote the fulfillment of its objectives.  It is an advisory body made up of scientists, environmental organizations, public and private universities, business, political parties represented on the Municipal Council, and social actors, among others.

How will the commitment contribute to solving the public problem described above?

The commitment and its different milestones will contribute in different ways to achieving the objectives of the Local Climate Action Plan.  Advice and accompaniment are expected for the implementation of the Plan, as well as in the search for solutions together.  It is also a question of having an interdisciplinary approach in order to contribute to the mission and vision of the plan, and to build more sustainable and balanced territories, cohesive and socially inclusive.

It is envisaged that:

  1. Create an open space for dialogue on the implementation of the plan that contributes to the achievement of its objectives and transparency in its execution.
  2. Encourage the involvement of citizens in the plan.
  3. Establish a system of indicators for the projects of the Local Climate Action Plan.

What long-term goal as identified in your Open Government Strategy does this commitment relate to?

This commitment contributes to our Strategic Vision of Open Government since it is framed in the decision of the current municipal management to accelerate the processes of digital transformation and deepen the construction of public policies based on data and evidence. Specifically, it provides in:

  1. It addresses an appropriate management and opening of data, implying its publication and its internal use and by the citizens.
  2. Improves both active and passive transparency by improving access to data.
  3. Implement technological solutions and improve the capacities of state agents and citizens.
  4. To generate greater transparency, participation, collaboration and agility in the interrelations between government and citizenship through the mechanisms of proximity of the municipal government.
