Problem
The problem that this commitment seeks to address is the difficulty of vehicular and pedestrian circulation at the urban level and the high incidence of traffic accidents, also in rural areas. The phenomenon has become more acute in the last decade due to the economic development that has generated an increase in the number of vehicles, especially automobiles. On the other hand, there has also been an increase in heavy traffic, both to businesses in the city as well as on the Tenares-Moca axis that crosses the center of the city from east to west.
The traffic problem affects the economic development of the city and the citizens in general, including pedestrians, as they encounter numerous barriers generated by businesses and inadequate parking of vehicles. The pedestrian problem mainly affects the elderly and people with some difficulty in moving around.
2. What are the causes of the problem?
Increased traffic, narrow streets, lack of parking spaces due to the lack of urban planning and strict enforcement of regulations, sidewalk occupation, street order, traffic signs, citizen education, improper occupation of public spaces by businesses, occupation of the street to unload commercial products to businesses, vehicles on the way between Tenares and Moca travel through the center of the city. In the peri-urban areas there is poor lighting and risky areas, especially for women.
Status quo
In the past, some roads have been determined as one-way, but little by little the concept has been lost also due to the lack of a consequent regime. Attempts have been made to remedy the situation with the installation of some traffic lights, but the solution has been insufficient. On the other hand, the regulation of the use of public space has been sporadic and almost non-existent, also due to the lack of control and surveillance instruments.
Action
It is intended to design an urban viability plan reorienting the traffic directions in the different roads, timely signaling the city and its accesses both horizontally and vertically. The city's sidewalks, which are improperly occupied, will be uprooted, including the relocation of traffic signs, a road education plan, increased road control and surveillance by the DGTT and the Municipal Police, and the establishment of loading and unloading schedules for businesses. It is also intended to define specific parking areas, either by leasing spaces in the city or acquiring them. In addition, public lighting will be consolidated at both the urban and rural levels.
The proposed measures will partially solve the problem, as it will not be possible to divert the flow of traffic through the city to other destinations for the time being (a bypass is needed for that purpose).
How will the commitment contribute to solving the public problem described above?
This commitment is intended to reduce traffic accidents, improve the flow of vehicles and improve pedestrian viability, especially for people with greater difficulty and greater need for protection (the elderly, the disabled, students, etc.).
This will be determined by the application of spatial and road planning regulations (pedestrian areas, street crossings, traffic lights, signaling) as well as educational aspects aimed at motorists, motorcyclists and pedestrians. In order to achieve all this, it will also be necessary to implement a regime of consequences by increasing surveillance and control.
