Create an Open Data Policy and Accountability Platform

Problem

The weak accountability, coupled with the inadequacy of public information, the lack of user-friendly formats that facilitate citizen data comprehension, the publication of data in technical jargon understandable only to officials or specialists, and the absence (or fragmentation) of a formal open data policy guiding the standardization, publication, and use of institutional information, demand the establishment of an institutional-level open data policy. Citizens increasingly demand more information about the institution's work, management, and public policy decision-making; yet, the provided information remains punctual, and when further details are needed, requesting information becomes cumbersome, as it is delivered late, in raw formats citizens cannot understand, and/or in technical language.

Status quo

Citizens are increasingly interested in public affairs and in understanding how public management is carried out within institutions, the formulation and decision-making process of public policies, and the efficient expenditure of public resources. In a context where instances of corruption and a lack of access to information have fueled distrust and eroded the legitimacy of State actions at the national level, there is a clear need to innovate in how citizens are informed about the management carried out by authorities and institutions—ensuring an account of commitment and promise fulfillment that is timely, clear, and backed by data that demonstrates transparency and accountability.

Action

To design, validate, and implement an Open Data Policy accompanied by an innovative data visualization and publishing portal/platform, focusing on user-friendly formats, plain language, and accountability mechanisms for citizens. The expected results are to have a data policy backed by academia and developed with citizen participation—fostering the clear and inclusive dissemination of information to the residents of the Santiago Metropolitan Region—along with a data visualization and publishing platform providing clear and timely information to the public, featuring accessible formats and the capacity for data reuse.

How will the commitment contribute to solving the public problem described above?

1. Plain language in accessible formats enables citizens to understand information and effectively monitor, participate, and make informed decisions.
2. Having a dedicated platform to publish data fosters active transparency, accountability, and the reuse of public information. Consequently, interaction with citizens would advance to a higher level of maturity, strengthening trust and legitimacy in the institution's management while encouraging collaborative participation and public interest in institutional governance.
