Commitment Title

Stakeholder inclusion and participation in Revenue mobilization and utilization

Problem

The metropolis has the following challenges in Revenue mobilization and utilization:

  • Limited capacity and opportunities for revenue mobilization
  • Untapped revenue sources at the MMDAs
  • Inadequate infrastructure development
  • Low transparency and accountability which results in mistrust between the Assembly and rate payers.
  • Lack of disaster management system in the markets and other public places.
  • Poor accessibility of public places to PWDs

Status quo

The revenue collection system is bedeviled with a a lot of challenges such as political interference, lack of transparency and accountability, inadequate monitoring, rate payers apathetic to payment

Action

This commitment intends to build the capacities of the citizenry through education and training workshops to be able to engage the Assembly in revenue generation and utilization
Facilitate the involvement of communities in decisions of the Assembly regarding the update of revenue data, conduct of fee fixing resolutions, and budget hearings.
Build the capacities of the communities to demand development in the communities
Participate in the monitoring and evaluation of revenue generation and utilization.
The overall objective is to improve the development of the communities in the Metropolis

  • Capacities of revenue collectors built
  • Rate payers have trust in the Assembly
  • Adequate revenue sources identified

 Outcomes:

  • Revenue generation increased
  • Rate payers make prompt payment of revenue
  • There is mutual trust between the Assembly and the rate payers
