12.13. Sistema de monitoreo ciudadano de servicios públicos; Status quo o problema que se quiere resolver: La Intendencia de Maldonado desea poner en práctica un sistema de monitoreo de servicios públicos por parte de la ciudadanía. A la fecha, el monitoreo se realiza adhoc mediante diversas vías (correo electrónico, telefónica, de forma personal) pero esto impide centralizar el proceso y realizar un adecuado seguimiento devolviendo información sobre las acciones de la Intendencia a la ciudadanía. Objetivo principal: El objetivo principal de este proyecto es instaurar un sistema de monitoreo de servicios públicos basado en la experiencia Pormibarrio.uy, para mejorar la transparencia, eficiencia y eficacia en la entrega de una serie de servicios públicos en el departamento de Maldonado. Breve descripción del compromiso: La Intendencia de Maldonado y DATA Uruguay pondrán en marcha una alianza a los efectos de instalar una plataforma de monitoreo de servicios públicos para la ciudad de Maldonado. Las partes determinarán los servicios públicos a incluir inicialmente en la plataforma y se aumentarán de forma gradual durante el proyecto. Las partes generarán instancias para capacitar a la ciudadanía en el uso de la plataforma, así como instancias de participación ciudadana para la evaluación de la misma. Desafío de OGP atendido por el compromiso: Gobiernos Locales y Desarrollo Local. Relevancia: Esta iniciativa forma parte de una estrategia nacional de Gobierno Abierto, contribuyendo fuertemente a los pilares de Rendición de Cuentas y Anticorrupción. El principal desafío es empoderar a las personas con información de calidad, para que pueda influenciar de las acciones del Estado. Forma parte de un compromiso asumido en el marco del proceso de diálogo y construcción colectiva entre actores de gobierno y sociedad civil. Ambición: Si bien existe un gran compromiso de nuestros gobiernos en promover una cultura de la transparencia que implica que la información pública esté al alcance de quien la requiera, hoy, ya no alcanza sólo con esto, los ciudadanos no sólo quieren ser y son más informados, sino que buscan involucrarse en la manera en que el gobierno gestiona y toma decisiones. Estos instrumentos permiten dar herramientas a las personas para ejercer un control y monitoreo directo, aumentar el involucramientos de las mismas en el rol de auditor de las acciones del Estado, y en consecuencia poder ejercer ampliamente sus derechos.
