Commitment Title
Realizing Gotong Royong Posyandu as a Center for Service, Empowerment and Development at the Community Level
Problem
Integrated Service Post (Posyandu) functions as a community service center in all fields. However, until now, Posyandu has been limited to maternal and child health services. Similarly, the practice occurs in West Sumbawa Regency so that the impact of Posyandu as an integrated service center in the community is not yet optimal. Some of the problems faced include: (1) there is no regulation regarding the revitalization of posyandu; (2) there is no technical guideline for the revitalization of posyandu; (3) there is no mutual understanding between the government, provincial government, regional government and village government regarding the scope, target, objective and strategies for revitalizing Posyandu; and (4) the existence and role of Posyandu as a service, empowerment and development center have not become an important part in the context of bringing service, empowerment and community development closer.
Status quo
Until 2020, there are 225 posyandu in West Sumbawa Regency, 104 of which are family posyandu. The number of posyandu cadres spread throughout the West Sumbawa Regency is 1125 cadres. The services provided are still limited to health services, including baby weighing, immunizations, and examination of pregnant women.
Action
The West Sumbawa Regency Government has evaluated the Posyandu, and drafted a regulation on the Gotong Royong Posyandu as the basis for revitalizing the Posyandu. This regulation is intended to provide legal certainty for the implementation of the revitalization of conventional Posyandu to Gotong Royong Posyandu. In addition, the government also complies the duties and functions of the cadres of Gotong Royong Posyandu, which include empowerment and development services. Furthermore, the local government builds cooperation with 57 village governments in overseeing and implementing posyandu revitalization at each posyandu accompanied by 3 Gotong Royong Agents. With the implementation of the Gotong Royong Posyandu’s function, it is expected to provide easy, close, and efficient services. The participation of all agents at the community level is also expected to be well consolidated and institutionalized in mapping existing problems and potentials to solve problems and challenges faced by the community.
How will the commitment contribute to solving the public problem described above?
The presence of the Gotong Royong Posyandu is expected to overcome some of the obstacles for development actors and the community at the community level to participate, get a quick response from the government, and gain access to benefits from public services. The contributions of Gotong Royong Posyandu in solving public problems include: (1) mapping and solving various needs and problems faced by local communities in a participatory manner, both in the field of maternal and child health, as well as other social problems and needs, such as poverty, food security, family security, education, peace, availability of clean water and sanitation; (2) increasing access and quality of Posyandu services; (3) increasing the responsibility of local and village governments to address community problems and needs; (4) realization of service, empowerment and development center in all fields. Therefore, it is expected that it will have an impact on improving the quality of gotong royong program and achieving the objectives of PDPGR implementation, namely accelerating the achievement of sustainable development (SDGs).

Realizing Gotong Royong Posyandu as a Service, Empowerment and Development Center at the Community Level will greatly support in achieving the strategic vision of West Sumbawa Regency, namely realizing participatory, clean, transparent, innovative, inclusive and accountable local government as well as the strategic vision of the NTB provincial government, namely realizing NTB clean and serving NTB through the transformation of a bureaucracy with integrity, high performance, free from corruption, collusion and nepotism (KKN), and dedicated.
