Commitment Title
Strengthening the Protection and Empowerment for People with PMKS and Other Vulnerable Groups Based on Gotong Royong
Problem
Some of the obstacles faced in the implementation of the program are: 1) data have not been integrated and unified; (2) information programs and activities between fields in alleviation; (3) there are still people who claim themselves as poor citizens; (4) the comprehensive “social protection” program has not been implemented (empowerment has not yet been implemented); and (5) the lack of solidity and solidarity of stakeholders contributes to the protection and empowerment of people with PMKS (elderly and disabled, women). Therefore, social protection policies and programs have not been maximally able to significantly reduce poverty.
Status quo
In order to ensure the sustainability of basic social services for vulnerable community groups, the West Sumbawa Regency Government has implemented social protection programs in the form of: (1) assistance in the form of social security money of Rp. 250,000/month for the elderly and people with disabilities; (2) free school uniform assistance for all elementary and junior high school students; (3) BPJS contribution assistance for people who cannot afford it; (4) rehabilitation assistance of unhabitable houses.
Action
Improving policies and programs for comprehensive social protection and empowerment based on Gotong Royong. By organizing family-based social assistance, expanding the scope of the social security system and fulfilling the basic rights of people with disabilities, the elderly, women, strengthening social institution and developing comprehensive social protection and empowerment programs based on Gotong Royong. The goals and expected outcomes of this commitment are: (1) the availability of data and information on poverty maps and the presence of the poor in each region along with indicators of poverty in the region so that the government can formulate and implement empowermentprogram in accordance with the target and need of the poor; (2) the existence of a comprehensive social empowerment program for vulnerable groups; (3)the acceleration of empowerment program in the context of poverty alleviation as well as increasing solidarity and solidity of all parties to jointly and collaboratively protect and empower vulnerable communities to be independent socially and economically.
How will the commitment contribute to solving the public problem described above?
This commitment will overcome poverty experienced by the poor socially, economically, gendered, and politically as well as create inclusive services, where citizens who so far have not had access to services, empowerment and development will be able to benefit and receive an impact from protection policies and social protection and empowerment programs. Through this comprehensive social protection and empowerment, it is hoped that the independence of citizens will be created equally, fairly, and sustainably.
What long-term goal as identified in your Open Government Strategy does this commitment relate to?
This program is in line with the Nasional Medium Term Development Plan (RPJMN) and Regional Medium Term Deplopment Plan (RPJMD) Priority Programs for West Sumbawa Regency. In the 2021-2026 RPJMD, the Regional Government of West Sumbawa Regency is committed to improving the quality of social protection and empowerment. Therefore, the Gotong Royong Agents (community assistant) recruited in each neighborhood are 3 people, working to improve services, empower, and develop mutual cooperation, especially in tackling poverty and efforts to build community/marginal groups independence.
