Carolina Cornejo

Carolina Cornejo joined OGP in May 2022. Since then, she has been supporting OGP members in South America in the development and implementation of high-quality action plans, encouraging peer learning, and engaging thematic and development partners in strategic initiatives in the field of open government.

Carolina has been working around institutional strengthening, transparency and citizen engagement for the past decade. Prior to joining OGP, Carolina served as National Director of Open Government at the Office of Chief of Cabinet of Ministers of Argentina, where she led the collaborative design of the first Strategic Plan on Open Government, the Federal Program on Open Government, the Open Data Policy and the public innovation agenda. She’s been OGP’s Point of Contact since 2018, implementing two national action plans and representing Argentina at the OGP Steering Committee. Before that, she worked at ACIJ, a non-profit organization in Argentina advancing advocacy strategies in the fields of transparency, citizen participation, and accountability.

Carolina holds a degree in Political Science (University of Buenos Aires) and an MA in Development Management and Policy (Georgetown University & Universidad Nacional de San Martín). She’s been a research fellow at University of Buenos Aires, an OAS Fellow on Open Government since 2016, and OGP Fellow under the Open Government Leadership Collaborative Program since 2021. She is currently a professor at Universidad Nacional de San Martín, where she leads a postgraduate subject on open government and policy planning. She is based in Buenos Aires.
