Carolina Cornejo is Regional Lead, Americas at the Open Government Partnership, where she drives the organization´s strategy and country engagement across the Americas.

She leads OGP’s regional portfolio, identifying opportunities to advance high-impact reforms, strengthen leadership, foster peer exchange and learning, and build multi-stakeholder networks. She also provides direct support to countries in South America, working closely with governments, civil society, and thematic partners to enhance open government processes.

Previously, Carolina served as Regional Country Support Coordinator at the OGP, helping South American members strengthen their national action plans and regional engagement. Before joining OGP in 2022, she was Argentina’s National Director of Open Government at the Office of the Chief of Cabinet of Ministers, where she led the development of national policies on open government, open data, public innovation, and citizen participation. She also worked with civil society in Argentina on democratic governance, and as a research fellow and postgraduate lecturer on open government and public policy.

Carolina holds a Master’s degree in Development Management and Policy from Georgetown University and Universidad Nacional de San Martín, and a Bachelor’s degree in Political Science from the University of Buenos Aires.

She is based in Buenos Aires, Argentina.
