Juan Carlos Fernandez Andrade

He is the Open Government Leader at Corona Foundation, an organization with 60 years of work in reducing inequality gaps in Colombia. Juan Carlos has worked for the last 10 years in citizen participation, accountability, public innovation, and public policy projects in more than 10 municipalities in Colombia.

His start in the open government agenda was in 2013 at Procolombia, a public-private institution that promotes tourism and trade. There he led the creation of an innovation strategy that connected and articulated Colombian companies with international clients specialized in the services sector. In 2016 in the Bogotá mayor’s office, he co-founded the first innovation laboratory for public services in the city. Among the most outstanding achievements, was the design and implementation of a bicycle system for the city’s recyclers to transport their recyclable material and to increase collection efficiency.

At Bogotá council, as advisor to the presidency, he promoted the anti-corruption action plan of the entity. He is co-founder of the innovation laboratory “Demolab” and director of the first citizen assembly in Colombia and Latin America. He also promoted the design and implementation of civic technology for citizens to make decisions related to accountability and political control of the mayor’s office of Bogota.

In his time in the private sector, at Corona Foundation, he has had the opportunity to structure projects related to public officials training in open government, design of tools to install capacities in the executive and legislative level, design of a prototype of an open government network to connect public officials and civil society around the open government agenda.
