Open Justice

Open justice reforms can create a transparent, publicly accountable justice system to ensure people receive equal protections, benefits, and rights under the law. Opening up justice is not just about reforming courts. Many actors play a part in making the justice system fairer and more impartial, including police, prosecutors, legal aid providers, and corrections services. Open government approaches offer solutions to improve how these actors contribute to such a system.

The guide provides concrete recommendations for policy makers, civil society representatives, and more on how to apply open government principles to real-world challenges. Readers can also use the guide to learn more about how governments at the national and local level are putting these values into practice through OGP action plans and beyond.

BUENOS AIRES, ARGENTINA

Open Data on Court Rulings and Processes

To increase public trust in its work, the Superior Court of Justice in Buenos Aires committed to proactively publishing information related to its work, such as the deadlines and content of its rulings, in an open data format.

CHILE

Open Justice for an Open State

Members of the public feel disconnected from the justice system, which erodes trust and limits access to it. The Supreme Court and the Public Defender Office will improve access to justice through multi-stakeholder initiatives to engage with local communities and increase public participation in conflict resolution.

HONDURAS

Implement an Open Justice Policy

Vulnerable groups, especially those in rural areas, experience significant challenges in accessing justice. The government will address this by creating an open justice policy that would publish judicial information in plain language, train judges and staff, and create a centralized website with information on where to find courts and other key information.

The following list reflects commitments submitted through national or local action plans. For more details, visit OGP’s Data Dashboard.

Filter the commitments according to three categories evaluated by the Independent Reporting Mechanism (IRM): ambition, completion, and early results.

  • Ambition: Beginning with 2020 action plans, the IRM assesses ambition using an indicator called “Potential for Results.” This indicator is an early marker of a commitment’s potential to yield meaningful results, based on how the commitment is articulated in the action plan and the state of play in the respective policy area.
  • Completion: For each commitment, OGP’s Independent Reporting Mechanism (IRM) evaluates the degree to which the activities outlined in the commitment were implemented.
  • Early Results: Beginning with 2021 action plans, the IRM assesses commitment results using an indicator called “Early Results”. This indicator compares the state of transparency, citizen participation, and/or public accountability before the action plan with the state at the end of the action plan.
