OGP recognizes that young people are the future leaders of open, transparent, inclusive and participatory governance. To ensure their voices shape meaningful reforms, OGP, in collaboration with Accountability Lab, has developed the Youth Toolkit and leads the OGP Youth Collective to empower the next generation of reformers.
OGP members are also advancing this agenda by implementing a broad range of youth-focused commitments, addressing key areas such as enhancing youth participation in decision-making, improving education systems, and expanding employment opportunities.
The Open Gov Guide is the go-to resource for open government reformers. The guide provides concrete recommendations for policy makers, civil society representatives, and more on how to apply open government principles to real-world challenges. Readers can also use the guide to learn more about how governments at the national and local level are putting these values into practice through OGP action plans and beyond.

Increase Youth Participation through Digital Inclusion
Young people in Liberia, especially those in rural areas, face barriers to participating in policy-making due to limited access to digital tools and resources. To close this gap, the government is launching a national program to strengthen youth civic engagement. The initiative will establish digital youth hubs across the country, create an open data platform for youth input in policy-making, and deliver capacity-building programs to enhance digital literacy.
Improve Youth Participation in Decision-Making
In Metsamor (Armenia), young people are active in the community but lack opportunities to influence decision-making. The government committed to creating a Young Ambassadors Network and a municipal advisory body, which will allow youth representatives to participate in policy-making. The government will also provide leadership training and develop a policy to better integrate the perspectives of young people into local governance.
Youth-Led Sustainable Development Projects
Communities in North Santander (Colombia) do not have access to information on climate and environment strategies that could help improve their quality of life. This commitment would help fill this gap by training young leaders to promote sustainable development in the department.
