Reform Description

Kulhudhuffushi City Council commits to enhancing transparency and public oversight of development projects by establishing Public Project Monitoring Boards and publishing project information online. Development projects represent significant public investments, and ensuring transparent implementation is essential to maintaining public trust and accountability.

Under this initiative, the Council will form Public Project Monitoring Boards composed of members of the community. These boards will have the authority to visit project sites, review progress, and provide input to the Council, enabling residents to participate directly in monitoring the implementation of projects. Key project information, including budgets, timelines, contractors, and progress status, will also be made available online to complement the boards’ work.

To ensure the effectiveness and sustainability of these boards, the Council will implement structured capacity-building initiatives for participating members. This will include training and orientation on project monitoring, basic financial and procurement literacy, and reporting mechanisms. The Council will adopt and utilize established tools such as the Social Audit Toolkit, in partnership with relevant national organizations, to strengthen the ability of community members to carry out their oversight roles effectively. These approaches, which have been previously applied within the Maldivian context, provide practical methodologies for community-led monitoring and accountability.

By involving residents in project oversight, the Council strengthens accountability, promotes transparency, and fosters greater community engagement in local development initiatives. Similar approaches in other countries, such as the Philippines, have shown that citizen participation in project monitoring improves trust, ensures timely information sharing, and enhances the effectiveness of project delivery.

Problem(s) Addressed by Reform

Currently, information on development project implementation is not consistently accessible to the public and is often not presented in formats that allow for easy understanding or analysis. Monitoring of projects is primarily conducted internally, with limited opportunities for citizen involvement.

This results in reduced public oversight, limited accountability, and gaps in transparency regarding project progress, delays, and performance. Communities often lack timely information on projects that directly affect them, and there are limited channels through which they can provide feedback or raise concerns. SIP findings indicated strong demand from residents for greater transparency in project implementation and for opportunities to be involved in monitoring development activities.

This reform introduces a structured system of participatory monitoring that enables citizens to play a direct role in overseeing the implementation of development projects. By combining citizen-led monitoring with proactive disclosure of project information, the Council creates a comprehensive accountability framework that links transparency, participation, and responsiveness.

The reform also strengthens the quality of project implementation by incorporating community feedback and local knowledge into monitoring processes. This can help identify issues early, improve communication between the Council and the public, and enhance the effectiveness and efficiency of project delivery.

Intended Results

By the end of the implementation period, Public Project Monitoring Boards will be established and operational, and comprehensive project information will be publicly accessible through a digital platform. Citizens will be actively engaged in monitoring development projects, leading to improved transparency, stronger accountability, and more effective project implementation. Public trust in the Council’s management of development projects is expected to increase as a result.

Milestones

The Council will develop a framework for establishing and operating Public Project Monitoring Boards, identify and onboard community members, and develop training materials and tools. Capacity-building sessions will be conducted to equip members with the necessary skills. Systems for project information disclosure will be established and integrated into the Council’s digital platforms. Monitoring activities will be initiated, and project updates and findings will be regularly published. The approach will be continuously reviewed and refined based on implementation experience.

Yes. Civil society organizations will play a key role in supporting the implementation of this reform, including through capacity-building, facilitation of community engagement, and participation in monitoring activities. They may also contribute to the development and application of social accountability tools.
