- Pending Review - The IRM has not yet assessed this commitment.
- Ambitious - The commitment is a possible game changer to the practices, policies or institutions that govern a policy area, the public sector, and/or the relationship between citizens and the state. The commitment would generate binding and institutionalized changes across government. Read more here.
- Early Results - The commitment’s implementation led to significant positive results, including meaningful changes towards improving practices, policies or institutions governing a policy area or within the public sector, or enhancing the enabling environment to build trust between citizens and the state. The evidence shows that these changes will be sustainable over time. Read more here.
- Complete - The commitment is substantially or fully complete by the end of the action plan period. Read more here.
- None - The IRM has not yet found evidence of high ambition, completion, or early results. Note that due to the timing of IRM assessments, the commitment may have not yet been assessed on all three metrics.

ANTI-CORRUPTION
21 Commitments by 11 countries
Anti-corruption is the most common focus of OGP commitments that incorporate S4D pledges. These commitments address key issues such as beneficial ownership transparency, whistleblower protections, and open contracting.
Examples include:
AUSTRALIA – New Beneficial Ownership Requirements: Committed to introduce new legal requirements to disclose beneficial owners.
CZECH REPUBLIC – Whistleblower Protections: Committed to pass legislation to strengthen whistleblower protection.

INCLUSION
13 Commitments by 10 countries
These commitments focus on broadening the base of participation in open government policies or practices to include underrepresented groups.
Examples include:
CANADA – Democracy and Civic Space: Committed to combat online disinformation by implementing initiatives that support research, journalism, and others to promote information integrity in the country.
IRELAND – Engagement in Local Elections: Committed to encourage gender balance in local elected councils.

PARTICIPATION
14 Commitments by 12 countries
Several commitments focus on creating or improving channels for the public to influence decision-making.
Examples include:
MOLDOVA – UNCAC Implementation: Committed to publish progress reports and collaborate with civil society organizations to implement the United Nations Convention Against Corruption in an open manner.
ROMANIA – Analysis of Women’s Participation in Decision-Making Committed to working with civil society to identify practices that can increase women’s participation in decision-making.
