Legislative Openness Commitments

Below, the Working Group has collected legislative openness commitments. While there are a number of parliaments that have developed commitments as part of the country's National Action Plan, an increasing number of parliaments are developing independent legislative openness plans, which are linked below.

LEGISLATIVE OPENNESS DATA EXPLORER

To ensure that good practice on legislative openness is effectively captured and shared, the Working Group has collected comparative, global information on legislative openness practices. The current dataset focuses on legislative transparency, specifically what types of information are available and how the public can access that information. With this site, the Working Group hopes to inspire and inform the development of ambitious legislative openness commitments in National Action Plans. If you are interested in contributing to this effort, either through contributing information or correcting mistakes in existing data, please see this page. The value of this resource will rely in part on the community's willingness to contribute. We look forward to hearing from many of you soon!

TOOLKIT FOR ADVANCING LEGISLATIVE OPENNESS

This guide aims to enrich the efforts of parliaments and their civil society counterparts to engage in collaborative processes aimed at developing and implementing openness commitments. The first section focuses on the development of openness action plans and the variety of ways that parliaments can engage in and around OGP. The second section shares the experiences of a variety of parliaments and CSOs in collaborating in the creation of parliamentary openness commitments and in developing ongoing mechanisms for dialogue on openness. The final section shares some of the types of commitments that parliaments have made to become more open, accountable and engaging of citizens. It also lists additional resources that can be drawn upon to advance parliamentary openness.  

Given that parliamentary engagement in OGP and on openness reform generally continues to evolve, updates will be regularly incorporated into the guide, which should be seen as a living document. In order to best capture current good practice, community contributions, suggestions, and revisions are welcome.
