– Reform the regulatory framework to expand citizen participation in this sector of the municipality.- Consolidate an open, transparent, and participatory process for the formation of a multidisciplinary group that will generate a citizen space for the rural area of the municipality.- Install and follow up on the Multidisciplinary Group, which will promote the real needs of the inhabitants of the rural area of the Municipality of Chihuahua.

Problem

As a result of the citizen survey as well as the roundtables with specialists in the rural area, it was detected that there is an insufficiency of water and a lack of focus on the support or products for the rural area of the municipality, so it is sought to find a mechanism to link the rural area with all the support and options that exist to achieve the participation of more citizens.

The evidence of activity 1.3 that refers to the publication of the rural development regulation includes a municipal gazette that publishes the call for the integration of citizen councilors; in this case, the evidence does not refer to the one committed in the activity.

On the other hand, the evidence of activity 2.1, which refers to the call, publishes the modified regulations.

Evidence 2.3 public event for the installation of the multidisciplinary group includes the minutes of the town council meeting, where the members are sworn in. On the other hand, evidence 2.4 first work session, the publication refers to the installation session of the group.

As a result, the commitments were derived, and the need to work in support of the rural area was identified, so the work route was proposed with the integration of citizens into the Municipal Council for Rural Development, achieving this specific objective.

The implementation of this commitment made it possible to identify the difficulties that arise when requiring a regulatory change that is subject to the authorities’ programmed timeframe, also allowing that, although they take time, these changes can be made to improve citizen participation and involvement.
