OGP Articles of Governance – For Public Comment [CLOSED]

The original Articles of Governance (AoG) were adopted by consensus by OGP’s Steering Committee in April 2012 and revised in March 2014 and April 2015 to reflect decisions taken by the Steering Committee. These Articles establish the mandate and policies of the Open Government Partnership, including the OGP Steering Committee, the OGP Support Unit, and the Independent Reporting Mechanism.  The current version of the AoG can be found here.

2018-2019 Review of the Articles of Governance

In 2018, the Support Unit, under direction of the Criteria and Standards (C&S) subcommittee and with support of an external legal consultant, undertook a review of the AoG. The aim of this review was to strengthen the language of the Articles, align to current practices, and reflect all decisions made by the Steering Committee since the Articles were last reviewed in 2015.

This alignment process was not used as a mechanism to make substantive changes to the policies, processes, and procedures of OGP. In addition, please note that some addenda items such as the IRM Charter and the Rapid Response Mechanism will undergo individual reviews in 2019.


The OGP Steering Committee has reviewed and endorsed a revised version of the AoG which was put up for a one-month public comment period (March 11 – April 11, 2019).

Minor suggestions resulting from this public consultation (i.e. syntax, grammar) will be directly approved and incorporated by the C&S. Substantial suggested changes will be flagged for the C&S who will determine if these should be addressed by the full Steering Committee before the final version is published, or if these suggestions should be discussed by the Steering Committee at the next round of AoG review. Please note that only comments received through the CiviComment platform will be taken into consideration.

The final version of the Articles of Governance will be published once the public consultation process is concluded.
