Governments are working to increase access to and quality of government services, improve transparency, and create opportunities for participation by using information and communications technologies.

Technical specifications: Commitments that shift government processes related to the use of digital technologies and data. Examples include digitizing analog procedures, applying user-centric design and agile methods to digital services, setting up data-sharing infrastructure, adapting laws and regulations to address digital issues, and building new civic participation and monitoring platforms. Commitments must focus on shifting existing digital practices. Does not include commitments that merely use digital approaches, such as creating web pages or hosting virtual meetings.
