Transparency, participation, and accountability are essential to ensuring that social spending and services reach their intended populations and provide the outcomes that are needed.

Technical specifications: Commitments that aim to improve economic inclusion. For example, commitments related to entitlement spending programs such as social welfare schemes, pensions and retirement benefits, unemployment benefits, food stamps, cash transfers, etc. This includes social insurance and other transfers. Exceptions will be made for some measures that are not directly economic such as school feeding programs.
