¿Cuál es la
problemática que el
compromiso aborda?
La falta de desarrollo integral municipal consecuencia de la debilidad institucional de
gobiernos locales, así como su debilidad técnica para implementar mecanismos de
Gobierno Abierto y promover la participación ciudadana en la toma de decisiones; incide
en la precaria planificación municipal y una prestación de servicios municipales que no
responden a las necesidades de sus pobladores, principalmente en los de interés crítico
como los de agua y saneamiento.
¿Cuál es el
compromiso?
Fortalecer a los gobiernos locales para implementar mecanismos de Gobierno Abierto,
participación ciudadana e incorporación de estándares de transparencia para la correcta
rendición de cuentas en la gestión municipal y la prestación de servicios municipales.
¿Cómo contribuirá a
resolver la
problemática?
Fortaleciendo a los gobiernos locales a través de la generación de instrumentos técnicos,
programas de capacitación y promoción de la participación ciudadana, para que los aportes
de la sociedad civil y otros actores claves de los municipios, sean considerados en la
gestión municipal; así mismo, brindando asistencia técnica especializada a municipios
seleccionados, que contarán con el seguimiento y evaluación de los resultados alcanzados
en las actividades realizadas.
¿Por qué es
relevante a los
valores de OGP?
Fomenta la participación ciudadana para la adecuada gestión municipal, a través de la
transparencia, el acceso a la información pública, la rendición de cuentas y la innovación
tecnológica así mismo mejora la confianza ciudadana en las autoridades municipales.
Información adicional
El trabajo priorizará los temas de agua y saneamiento, esto debido a la relevancia de dichos
aspectos en el desarrollo de los municipios y en la calidad de vida de las personas.
Adicionalmente, por medio de la implementación de las actividades correspondientes al
presente compromiso, se distribuirán por territorios los lineamientos de Gobierno Abierto
en las Municipalidades.
