Honduras, por su situación geográfica y características socioeconómicas, es considerado uno de los países más vulnerables del mundo a los impactos adversos del cambio climático. Esta condición se muestra por la creciente exposición a huracanes e inundaciones en la época lluviosa y sequías extremas en época de verano, fenómenos cada vez más frecuentes y más difíciles de pronosticar. Sus efectos impactan sobre la disponibilidad los diversos ecosistemas, en la calidad y cantidad de agua para consumo humano, agrícola, industrial y de generación eléctrica. La variabilidad climática también ha incrementado los incendios
forestales, producto de la migración de los agricultores de tierras anteriormente aptas, hacia nuevas tierras, no tan aptas, principalmente hacia los frágiles bosques de las zonas montañosas. Esta degradación de los bosques ha potenciado los procesos de erosión del suelo, una mayor escorrentía en periodos cortos de tiempo de tiempo, con impactos poco cuantificados de pérdidas de bienes, infraestructura y servicios y en algunos casos, la pérdida de vidas humanas. Aunado a la situación general del país en algunas zonas operan empresas mineras localizadas en geografías delicadas, a menudo con ambientes frágiles y ecosistemas altamente sensibles al cambio climático, o en localidades donde el aislamiento y la falta de capacidades e infraestructura local hacen más difícil recuperarse frente a cualquier evento relacionado con el clima, por lo que ameritan una atención especial dentro del Plan Nacional de Cambio Climático. Garantizar apropiamiento ciudadano y acción colectiva en el diseño e implementación del Plan Nacional de Cambio Climático. El compromiso implica que MiAmbiente diseñe una plataforma electrónica con al menos tres viñetas para la presentación de propuestas dirigidas a enfrentar la problemática del clima donde cada participante se vincule al sector al que pertenece: público, privado y sociedad civil. Sobre cada una de las propuestas la ciudadanía tendrá la oportunidad de expresarse a favor o en contra y de presentar argumentos para ello, para lo cual se hará una vinculación de las propuestas presentadas a redes sociales. Los resultados de las consultas se presentarán en foros públicos presenciales que permitirán co-crear el Plan. Al finalizar el proceso se presentará el documento final con rendición de cuentas sobre aquellas propuestas que fueron incluidas o no y las razones para ello.
