Description

Project Overview:

This commitment is aimed at providing policy recommendations for the development of SAPA UMKM to ensure that prospective entrepreneurs and entrepreneurs from poor and vulnerable groups (including women, the elderly, people with disabilities, disaster victims, and other marginalized groups) can be effectively reached through an integrated economic empowerment platform developed by the Ministry of MSMEs. Through SAPA UMKM, all information regarding government support (ranging from microfinance, training, marketing, certification (including halal), to licensing services) can be accessed easily, widely, equally, inclusively, and transparently. The outcome of this commitment includes the development of integrated guidelines in SAPA UMKM that summarize various support schemes (such as grants, soft loans, licensing facilitation, certification), assistance services, and other relevant technical information for prospective and existing entrepreneurs so that they can understand and utilize the services optimally

Targeted Issues

The issues to be addressed are: 1.Limited access to information in SAPA UMKM: Information on various forms of government support for prospective and existing entrepreneurs—including financing, training, licensing, certification, and marketing—is not yet easily accessible, equitable, and standardized through SAPA UMKM, especially for poor and vulnerable groups. 2.Access to entrepreneurship services that is not yet inclusive and optimal: Although the government provides a variety of economic empowerment programs, poor and vulnerable groups still face obstacles in fully utilizing these services due to limited digital literacy, a lack of assistance, and the absence of proactive outreach mechanisms through SAPA UMKM. 3.Fragmentation of information due to unintegrated programs: Various economic empowerment programs from ministries/agencies, local governments, banks, and other partners are not systematically connected in SAPA UMKM, resulting in fragmented information that is difficult to access in a single integrated ecosystem. 4.Lack of integrated guidelines for program implementers: There are no national guidelines regulating the standards of availability, inclusiveness, and transparency of information in SAPA UMKM. This has led to disparities in understanding among program implementers and unequal access to information among community groups, especially the poor and vulnerable. 5.The need for transparency to support the Affirmative Business Card target in the 2025–2029 RPJMN: The government is targeting 10 million beneficiaries from poor and vulnerable groups through the Affirmative Business Card. This ambitious target requires a transparent, integrated, and easily accessible information system through SAPA UMKM so that potential beneficiaries can understand

Causes of the Problem

The difficulty in accessing information about government entrepreneurship and capital support for poor and vulnerable prospective entrepreneurs stems from the lack of integrated policies and initiatives that consolidate all program information into SAPA UMKM. Various services—ranging from financing, training, licensing, certification, to marketing—are still scattered across many ministries/agencies, local governments, and other partners without uniform standards for information delivery on a single national platform. In addition, limited digital infrastructure in remote areas, low levels of entrepreneurial and technological literacy at the local level, and differences in mechanisms between programs have resulted in the integration of services into SAPA UMKM not running optimally. This situation makes it even more difficult for poor and vulnerable groups to access information that they should be able to obtain through a single digital portal. Social factors also exacerbate these barriers. Stigma against people with disabilities and other vulnerable groups, a lack of entrepreneurial tradition in a number of communities, and a lack of proactive assistance mean that the information available on SAPA UMKM cannot always be used effectively by the target groups.

Proposed Solutions

The proposed solution is the development of standardized and integrated policies, instruments, and capacity-building mechanisms within SAPA UMKM to ensure that all information regarding government entrepreneurial support—including business financing schemes—is easily accessible to poor and vulnerable communities, including persons with disabilities and other vulnerable groups. This access must be available through the SAPA UMKM superapp, national portal, mobile application, social media, government offices, public information centers, and various other communication channels. These policies and instruments will contain comprehensive information on grant schemes, soft loans, licensing facilitation, certification, training, and other forms of support, including requirements, registration procedures, sample proposals, explanations of the selection process, and other technical information needed by prospective and existing entrepreneurs. Through SAPA UMKM, all of this information will be integrated into a single ecosystem, supporting inclusive and equitable dissemination, and presented in a user-friendly format for various community groups. With integrated, inclusive, and national digital platformbased solutions, barriers to information access can be systematically reduced. This will encourage new business participation, expand the reach of government services, and strengthen the economic independence of poor and vulnerable groups through the use of SAPA UMKM as a “digital friend” that facilitates access to all economic empowerment services.

Relevance to the 5 Strateigc Issues of OGI

This solution is directly related to Indonesia's Open Government strategic issues, namely Inclusive Public Services and Gender, Equality, Diversity, and Social Inclusion. By providing information on government entrepreneurial support through SAPA UMKM, including business capital schemes, which can be easily accessed by poor and vulnerable communities, including people with disabilities and other vulnerable groups, this solution is expected to expand access for vulnerable groups to public services that were previously fragmented. This approach also strengthens economic participation and increases the independence of persons with disabilities and other vulnerable communities, thereby aligning with the principles of social inclusion and equality in Indonesia's Open Government.

Relevance to the Government's Priority Agenda

This solution is in line with the 2025-2029 National Medium-Term Development Plan, particularly the third and sixth national priorities, namely Continuing Infrastructure Development and Creating Quality Jobs, Promoting Entrepreneurship, Developing Creative Industries, and Developing Agromaritime Industries in Production Centers through the Active Role of Cooperatives and Building from the Village and from the Bottom Up for Economic Growth, Economic Equality, and Poverty Eradication. In addition, this solution also supports the President's directive on National Strategic Projects (PSN), specifically the Affirmative Business Card.

Expected Outcomes

The implementation of this commitment aims to improve access and facilitate poor and vulnerable communities to government platforms (SAPA UMKM), including business capital, in a transparent, inclusive, and easy-to-understand manner. The expected output is the existence of standardized and integrated policies, instruments, and capacity-building mechanisms regarding government entrepreneurship support information, including business financing schemes, which can be easily accessed by poor and vulnerable communities, including persons with disabilities and other vulnerable groups, through national portals, mobile applications, social media, government offices, public information centers, and other media. The targeted changes include cross-institutional integration in information provision and service coordination, increased financial literacy and community participation in capital programs, and improvements to the assistance search system in line with the profile and needs of applicants. On the regulatory side, this commitment encourages the harmonization of policies and procedures between assistance schemes to make them more efficient and inclusive. The scale of change is national, with priority given to poor and vulnerable groups. Success can be evaluated through an increase in the number of applicants for government entrepreneurial support from groups of poor and vulnerable prospective entrepreneurs, including people with disabilities, the availability of an integrated information portal, user satisfaction with access to information, and the consistency, availability, and openness of data and information related to entrepreneurial support programs provided by the government, including microfinance
