    More and Better Public Security Deployment

    Problem

    Maipú is one of the most populated communes in the metropolitan region, with 521,627 inhabitants (2017 census) and a surface area of 13,720 Ha, corresponding to 7% of the Province of Santiago. Moreover,  given the rates of violence and insecurity experienced by the commune, a high demand for security exists. Unfortunately, the current vehicle fleet does not meet all the security requirements demanded by citizens, which contributes to hopelessness and fear.

    Consequently, there is a need to strengthen the patrolling service by injecting material and human resources. Therefore, the challenge is to keep preventive and dissuasive work for committing crimes, incivilities and violence in the communal territory. This focus will allow progress towards greater territorial equity in the distribution of municipal resources.

    Status quo

    The Directorate for Prevention and Public Safety currently has a fleet of 15 vehicles that must cover the entire communal territory and respond to the community security requirements that arise through the communication channels. They also collaborate in various daily emergencies in the commune (traffic accidents, fires, among others) and support other institutions. However, with the current resources and the territorial extension of Maipú, it is impossible to cover the demand in the population's required time or maintain the institutional presence in each neighbourhood. Furthermore, the commune requires an increment of municipal security presence, given that local governments are perceived as the closest institution representing the state that can solve people's problems. Thus, having an effective territorial deployment would positively impact the population's sense of security.

    Action

    The Directorate for Prevention and Public Safety will double its vehicle fleet during the year 2023, concerning the year 2022, reaching a total of 30 vehicles and ten motorbikes for the work of preventive patrols 24/7. This will contribute to preventing crime, violence and incivilities through more significant territorial deployment, improving the community's perception of security. It will also enable a more effective response to crime and violence, reducing response times and providing timely attention to victims. Furthermore,  the Municipality will reinforce the territorial team, allowing a closer relationship with grassroots organisations and gathering primary information regarding existing security problems.

    In this way, it would be possible to design neighbourhood intervention strategies that consider patrols,  improvement of public spaces and community concerns aimed at crime prevention. Focusing patrols will help to reduce victimisation, improve the feeling of security and regulate community coexistence, preventing the presence of incivilities and violence.

     

    How will the commitment contribute to solving the public problem described above?

    The expected outcomes include achieving better performance in territorial deployment, focusing on the sectors with the highest frequency of crime, violence, and incivilities, and thus being able to cover a more significant number of situations that affect people's security in a shorter response time. Specific outputs are the followings:

    Georeferencing of patrol routes and territorial coverage.
    Design of a baseline to identify security hotspots with qualitative information.
    The systematisation of reports.
    The identification of the particular security problems that guide and focus the territorial strategy through patrols and community strengthening is raised directly from the community itself, recognizing them as experts of their reality and involving them both in the identification of the problem and the search for solutions, thus favoring the generation of more sustainable strategies.

    What long-term goal as identified in your Open Government Strategy does this commitment relate to?

    The commitment is expected to stimulate social participation in the communities, developing lines of action that contribute to improving local security management and recognizing the experience and knowledge of the communities themselves. It is also expected to promote territorial equity that contributes to offering dignity and quality of life to the inhabitants of Maipú. In addition, the committee will contribute to two strategic axes of this Administration: "Maipú Avanza" and "Maipú en Común". First, the injection of material and human resources will bring municipal management closer to more territories and communities. Furthermore, the infusion of this new material and human resources allows advancing equity in the distribution of public resources, particularly in an area that is highly demanded by citizens and is sensitive because it directly affects the neighbors' quality of life.

    What OGP value is this commitment relevant to?

    Civic ParticipationBecause it allows us to take a more active role in one of the issues most in demand by the community and one most sensitive to public opinion. In this way, the aim is to reduce the perception of insecurity and comply with municipal management's axes in terms of dignity and justice. It also aims to move towards greater territorial equity in terms of the distribution of resources.
