Commitment Title
Promote immediate and open access to scientific articles funded by the Fonds de recherche du Québec.
Problem
Broaden the dissemination of research results to stimulate the development of scientific knowledge and increase the impact of research. When conducted through public funds, the potential benefits to society must be maximized; the sharing of knowledge becomes an essential component.
Status quo
As of 2019, the Fonds de recherche du Québec requires that all scientific articles resulting from the funded research be made freely available within a maximum of 12 months following their publication.
Action
This commitment seeks to broaden access to the results of research funded by the Fonds de recherche du Québec – Nature et technologies, Fonds de recherche du Québec – Santé, and Fonds de recherche du Québec – Société et culture for those working outside of academia, along with those who do not have an institutional subscription to scholarly journals. Open access to scientific publications, online and free of charge, allows anyone to consult publications that discuss research results.
How will the commitment contribute to solving the public problem described above?
This commitment from the Fonds de recherche du Québec will provide immediate and open access to several organizations that work in certain activity sectors without the ability to easily access publications due to financial barriers, including colleges, government departments and bodies, community groups and private companies. Citizens will also have the ability to acquire scientific knowledge more easily in the future. Every sphere of activity can benefit from this immediate access to research results and use them when responding to the many challenges that face Québec society.
What long-term goal as identified in your Open Government Strategy does this commitment relate to?
Broaden the dissemination of research results to stimulate the development of scientific knowledge and increase the impact of research. When conducted through public funds, the potential benefits to society must be maximized; the sharing of knowledge becomes an essential component. Immediate and open access to scientific articles facilitates the implementation of these principles. This commitment is in line with the shared international objective of several research funding organizations that make up “cOAlition S,” which launched the open access “Plan S” initiative in 2018.
