Commitment Title
Improve digital public consultations.
Problem
"Currently, two structural elements are available to public bodies:
- The Cadre de référence gouvernemental sur la participation publique [Public engagement framework], which provides seven guiding principles when holding consultations;
- The Consultation Québecplatform, which brings together all of the government’s current public consultations in a single location to provide the public with a more user-friendly environment.
When holding their first public consultations in a digital environment, however, it is often difficult for public bodies to transpose the principles of the Cadre de référence into the new environment; support is therefore needed."
Status quo
Using the strategy, the Gouvernement du Québec will focus service, program and policy developments on the citizen. Notably, the strategy states that [translation] “75% of public consultations offer a digital means of participation.”
Action
"Best practices and methodological tools will be made available to support public bodies when holding digital public consultations on the Consultation Québecplatform, in accordance with the guiding principles behind the Cadre de référence gouvernemental sur la participation publique. In addition, a process will be put in place to ensure the continuous improvement of public consultation exercises and to measure the level of citizen involvement."

3.1 Propose best practices for digital public participation

The Secrétariat du Conseil du trésor will propose best practices for digital public consultations, including: the consultation process, consultation methods, the analysis and sharing of results.
3.2 Implement a continuous improvement process for public consultations on Consultation Québec

A continuous improvement process will be implemented to ensure the Consultation Québec platform meets public expectations with respect to public participation. This process will make it possible to gather comments and suggestions from citizens.
3.3 Promote the Consultation Québec platform to public bodies

To provide the public with a consistent and user-friendly experience, public bodies will be asked to prioritize the platform’s consultation tools over functionalities offered by third-party websites. The SCT hopes to achieve a 50% annual increase in the number of public consultations on the Consultation Québec platform between April 1,2021, and March 31, 2022, as compared to the previous year.

Civic Participation | Public bodies do not currently benefit from the same level of public involvement in government affairs because they lack the most relevant and effective tools. In order to equip government employees when improving and diversifying their public involvement methods, commitments have been made regarding digital public consultations and the micro procurement of information resources. These commitments also provide a concrete response to the open government’s Participation et Innovation [participation and innovation] component. |
