Commitment Title

Equip government employees in the use of open source software.

Problem

Best practicesin the use of open source software include setting up communities, experimenting with innovative solutions and using forges to facilitate collaboration, however these practices are not widely known among public bodies.

Status quo

"The Centre québécois d'excellence numérique [Québec centre of digital excellence] has put in place best digital government practices, one of which seeks to [translation] “promote reuse and interoperability.” This good practice encourages the reuse of existing solutions in the ecosystem, the sharing of source code and experimental results, and the prioritizing of open standards.Indeed, the Secrétariat du Conseil du trésor favours the use of open source software when setting updigital government foundations that public bodies can reuse to improve their service delivery. The Secrétariat du Conseil du trésor is also working on a process to enable experimentation with open source software. As these best practices remain little known, measures must be put in place to raise awareness among public bodies. "

The Secrétariat du Conseil du trésor wishes to equip government employees in the use of open source software, where applicable. Community establishment, experimentation with innovative solutions and the use of forges to facilitate collaboration represent a significant part of these methods.

"5.1 Share best practices when using or sharing open source software

After documenting the various uses of open source software, the Secrétariat du Conseil du trésor will propose a set of best practices to assist public bodies that have been held back in this area. These practices will address open source community participation, source code sharing and interoperability. 

5.2 Share best practices for open source software experimentation

Deadline: March 31, 2023 Responsibility: Secrétariat du Conseil du trésor

When selecting a technological solution for public bodies, discussions will be held regarding the best practices to use when considering any technology beyond open source software to ensure the chosen solution adequately meets the business requirements involved. 

5.3 Renew the open source software support offer for public bodies

Deadline: March 31, 2023Responsibility: Secrétariat du Conseil du trésor

Specifically, support will be offered to assist public bodies in their open source software initiatives and when exploring every aspect involved in the use of open source software. Three organisations will be assisted during the implementation of the action plan."
