Description

1. What problem does the commitment aim to address?

Currently, the lack of a centralised and publicly accessible digital system providing up-to-date and easily understandable information on the status of major infrastructure projects, funds allocation and investments progress, creates difficulties in correctly informing citizens and civil society. This lack contributes to confusion, misinterpretation or even misinformation about large public investments. At the same time, recurrent requests from the public for information on projects point to a clear need for proactive transparency and easy access to data of public interest.

2. What are the causes of the problem?

Information regarding infrastructure projects is currently scattered across different sections of the MTI website and its subordinated institutions, making it difficult to have a clear overview of the state of investment and public funds allocation. At the same time, frequently information of public interest requested by citizens is not centralised and presented in a user-friendly and easily accessible format, leading to a high volume of repetitive requests and delays in communicating with the public. The lack of dedicated digital platforms reduces the efficiency of institutional communication and limits citizens’ access to essential data for monitoring the ministry’s work.

1. What has been done so far to solve the problem?

Relevant data is currently collected and the structure for the two sections is established (platforms) Infr@structura and InfoPublic MTI.

2. What solution are you proposing?

• Aggregation of relevant information according to the purpose of the two sections (platforms) Infr@structura and InfoPublic MTI, on the MTI website; • Publication of data in open format, including on the data.gov.ro platform; • Publish data on the MTI website and create the possibility to subscribe to electronic periodic information tools (RSS or newsletter) to communicate news.

3. What results do we want to achieve by implementing this commitment?

• Increasing the level of information of those interested; • Eliminate (or at least mitigate) misinformation on infrastructure investment issues or other issues arising from MTI activity.

1. How will the commitment promote transparency?

The two sections (platforms) will ensure transparent information regarding the investments that are made in the national infrastructure as well as on other aspects resulting from the activity of the MTI.

2. How will the commitment help foster accountability?

The information published will ensure civil society's access to data related to the degree of achievement of investment objectives and the way in which public funds are spent, as well as to other aspects resulting from the activity of MTI. This commitment will lead to the simplification of the interaction of civil society with MTI, the MTI website fulfilling its role of presenting the ministry's activity and informing civil society about the developments in relation to the national infrastructure.

3. How will the commitment improve citizen participation in defining, implementing, and monitoring solutions?

Through the two sections (platforms) citizens will have at their disposal regularly updated official data, which is why they will benefit from an overview of the work of the MTI. At the same time, citizens will be able, through the submitted requests, to determine the publication of other information of public interest, other than those published ex officio (i.e. that information of public interest for which requests are regularly received).
