Commitment description
What is the commitment? To improve the quality of citizen participation in the Department of
Canelones, through the design and implementation of innovative
methodological models with emphasis on community engagement.
The commitment is based on an in-depth study of the current areas of
participation, both of its structure and its operation. Canelones has
different types of participatory spaces: town councils, public
consultations and permanent areas of participation in its 30
municipalities. An on-site technical analysis of its operation will be
incentivized, and methodological strategies will be developed to
contribute to the creation and consolidation of the participation system
of Canelones.
What is the problem that the
commitment will address?
Canelones is the department with the largest number of citizen
participation areas according to the Participation Catalog published by
AGESIC in 2017. This represents an enormous opportunity to enhance
the quality of these areas and increase community participation based
on an agile methodology that allows for the progressive incorporation
of citizen inputs and contributions into municipal development agendas
and plans.
How will the commitment
contribute to solving the
problem?
Studying the characteristics of the current functioning of the spaces for
participation will make it possible to identify bottlenecks and enhance
opportunities for citizen empowerment, from the perspective of
engagement and accountability.
OGP value to which this
commitment will contribute.
Through the increase and improvement of information management
tools and with better municipal public consultation mechanisms,
transparency and accountability are strengthened. Citizen participation
also improves the quality of neighbor participation in territorial plans
and agendas.
Additional Information
• Contribution to the Sustainable Development Goals (SDGs). It contributes
transversely to several SDGs, but in particular to No.16 and 17.
• Current legislation. It is based on the framework of Law No. 19 272 "Political
Decentralization and Citizen Participation".

17. Hacia la construcción y consolidación del sistema canario de participación a nivel municipal.
Texto del compromiso como aparece en el plan de acción:
Mejorar la calidad de los ámbitos de participación ciudadana en el departamento de Canelones, a través del diseño y la implementación de modelos metodológicos innovadores y con énfasis en la apropiación de la comunidad. El compromiso se sustenta sobre la base de profundizar el estudio de los actuales ámbitos de participación, tanto en lo que tiene relación con su estructura como con su funcionamiento. Canelones cuenta con distintos tipos de espacios de participación: cabildos audiencias públicas y ámbitos de participación permanente en sus 30 municipios. Se promoverá un análisis técnico in situ de su funcionamiento y se desarrollarán insumos metodológicos que contribuyan a la creación y consolidación del sistema de participación canaria.
Los hitos de este compromiso son:
- Realizar un estudio técnico diagnóstico de los ámbitos de participación ciudadana, teniendo en cuenta el tipo de participación de mujeres, varones u otros colectivos.
- Evaluar y re diseñar instrumentos metodológicos para la gestión de la participación en Canelones (caja de herramientas municipal basada en estándares de calidad).
- Formar equipos de gestión para validar e implementar nuevas modalidades. Cuatro instancias micro regionales contemplando a los 30 municipios.
- Realizar talleres de lanzamiento y puesta en marcha del nuevo sistema canario de participación en los 30 municipios.
- Realizar propuesta de formalización de modificaciones al sistema de participación en base a normativa departamental. Diseño de instructivos y publicación final.

Contexto y objetivos
Canelones es el departamento que cuenta con mayor número de ámbitos de participación ciudadana, de acuerdo a lo que indica el Catálogo de Participación Ciudadana de AGESIC. Una búsqueda en el Catálogo arroja como resultado que la Intendencia Departamental de Canelones tiene a su cargo 39 ámbitos de participación [74], a los que se le suman 30 espacios más a cargo de municipios u otros organismos nacionales [75]. Estos ámbitos tienen formatos diversos: audiencia pública, cabildo abierto, red social, red de trabajo, comisión de cuenca, entre otros.
Este compromiso tiene como objetivo contribuir a mejorar la calidad de estos ámbitos e incrementar la participación a través de una metodología ágil, que permita incorporar insumos ciudadanos a las agendas y planes municipales de desarrollo.
Para ello, la Intendencia Departamental de Canelones, prevé realizar un diagnóstico de los espacios existentes para rediseñar los mecanismos, generar instancias de formación de equipos para implementar los nuevos mecanismos y presentar las herramientas en los 30 municipios del departamento.
Las acciones propuestas son claras y se pueden verificar objetivamente. Las actividades revisten importancia para el valor de participación ciudadana en tanto buscan mejorar los canales para la participación de las personas. Sin embargo, las investigadoras consideran que las acciones, según su formulación actual, tendrán un alcance moderado. Contar con buenos instrumentos puede ser un buen punto de partida para mejorar la participación, pero no generará mayor participación si esto no se acompaña de otras medidas que impliquen la apropiación de las personas y su empoderamiento. Uno de los aspectos centrales para lograr esto es la cocreación de los compromisos, atendiendo a las demandas de interlocutores. En este caso, de acuerdo a lo que se presenta en el compromiso, la idea se construye como una política de la intendencia sin participación de la sociedad civil, por lo cual se va a llegar a la ciudadanía con un producto ya terminado [76].
Siguientes pasos
Tomando en cuenta la relevancia que este tema tiene para la Intendencia Departamental de Canelones y para el gobierno abierto se recomienda que, durante la implementación del compromiso, se generen instancias de diálogo y consulta con actores locales del nivel municipal para la evaluación, rediseño y puesta en marcha de las herramientas. Pensando en un próximo plan, se podría diseñar un compromiso que busque difundir y promover el uso de las herramientas a nivel municipal, con capacidad de replicabilidad para otros departamentos.
