European Open Government Leaders’ Forum

The European Open Government Leaders’ Forum, an international meeting on participation and transparency, will take place in Milan on 5 February. Minister Marianna Madia will attend the event, together with other European Ministers and Kakha Kaladze, mayor of Tbilisi.

Italy will host the first European Open Government Leaders’ Forum, a structured debate on public participation, innovation and open government, promoted by the Department of Public Administration, in collaboration with the Open Government Partnership (OGP), an international organization composed of from over 70 countries, which last year elected Italy to the Steering Committee. The entrance of Italy into the OGP Steering Committee is, in fact, the result of international recognition of the results obtained along the path of public administration reform, undertaken by the Italian government.  On the occasion of OGP’s meeting on the sidelines of the UN General Assembly, in September 2017, Minister Marianna Madia proposed hosting a European event in our country.

The European Open Government Leaders’ Forum, open to representatives of civil society and the private sector, will take place on 5 February at the BASE space in Milan and will open the second edition of Open Administration Week (5 – 11 February 2018). The event will be structured with a morning session and an afternoon session.  Also, the Forum will be open to the public (upon registration).

The event will start at 9.45 am with speeches by the Minister for Simplification and Public Administration, Marianna Madia, the Deputy Mayor of the Municipality of Milan, Anna Scavuzzo,  the CEO of the Open Government Partnership, Sanjay Pradhan, and the Deputy Secretary General of the OECD (Organization for Cooperation and economic development), Mari Kiviniemi. Speakers include ministers from France, Sweden, Ireland, Finland and Georgia. In addition, government representatives from Germany, Romania and Portugal will also be represented.

The afternoon session, organized with the support of ItaliaCamp, will start at 15.00. Among the many interventions scheduled,  there will be addresses from  the Minister for Simplification and Public Administration, Mayor of Tiblisi, Kakha Kaladze, and from representatives of the cities of Madrid and the Government of Scotland.

The aim of the Forum, which will include delegations from 19 countries, 25 civil society organizations, and 13 European and Italian public administrations, as well as representatives of EU institutions and citizens, is  to discuss the role of civic participation as a tool for improving policy and systems of public governance. The comparison will be aimed at generating new political support for open government policies at the continental level.

The morning session, which will be attended by ministers and representatives from civil society, will consist of an interactive discussion, in fish bowl sessions, on how participation can effectively promote innovation, improve public services, and strengthen trust between public institutions and citizens.

The afternoon session will include two parallel initiatives: an interactive open-talk during which some European best practices will be presented, and a gallery. The latter will show, through texts and multimedia materials, in addition to the good practices that will be illustrated, other initiatives of particular importance.

Digital tools to facilitate citizens’ participation in public life will also be presented,  such as collaborative platforms that enable user communities to share experiences, best practices and knowledge.  The forum will also show itinerant social experiments aiming at physically involving – through workshops, meetings and events – civil society in different cities of Europe,  in order to let experiences and good practices emerge.
