Cesar Nicandro Cruz-Rubio

César N. Cruz-Rubio is an associate professor at the University Carlos III of Madrid and a senior researcher and president of GIGAPP (government, administration, and public policy) Ibero-American Research Network. He has a BA in political science and public administration from UNAM (1996) and a PhD in government and public policy from Complutense University of Madrid’s Ortega y Gasset Research Institute in Madrid Spain (2015).

César is a senior researcher, professor, and international consultant, specializing in public governance, policy legitimation, program evaluation, policy change theories, policy designs, transparency, democratic innovations, public integrity systems and open government. He is a professor at INAP-Spain, the Open University of Catalonia UOC, IUNIT University, and ESAP (Colombia). He was also an international professor at OAS-OEA from 2016-2019.

He was a national researcher for Spain for the Independent Reporting Mechanism of the Open Government Partnership from 2013 to 2016. 

César has been a member of OGP’s International Experts Panel since 2016.
