Clement Agba

Minister of Budget and National Planning, Nigeria

Prince Clem Ikanade Agba, born on March 28, 1964, is a Nigerian businessman and politician with a strong background in economics and business administration. He graduated with a B.Sc Economics degree in 1985 and two Masters Degrees in Management and Supply Chain Management from the University of Benin and Arizona State University, respectively. Clem’s work experience includes Pegasus Industries Limited, Super Engineering Limited, and Chevron Nigeria Limited, where he retired in 2019 to join public service and politics.

Clem’s brilliance, inventiveness, charisma, discipline, sound work, and professional ethos have earned him a reputation as a change agent, proactive mobilizer, mentor, and achiever. He was invited to join the Edo Rescue Team in 2009 and served as Commissioner in the Edo State Ministry of Environment and Public Utilities from January 23, 2009, to July 25, 2010. He initiated fundamental reforms, including the establishment of the Edo State Geographic Information Services (EGIS) and supervised the ministry.

Clem returned to Chevron in September 2012 as Manager, Community Procurement Operations, and was again called to the Edo State Government as Commissioner for Environment and Public Utilities in 2013. He played a pivotal role in finding solutions to the Edo State flood and erosion challenge, a robust storm water project, and the evacuation of the notorious Costain Isonorho dumpsite in just five days.
