Standing subcommittees help the SC manage core responsibilities that are continuous and mission-critical to OGP’s success. They undertake preliminary work to inform SC decisions and are composed of an equal number of government and civil society representatives. Leadership Subcommittee

The Leadership Subcommittee leads the Partnership strategically and politically, with a key representational role, and builds support for OGP. This includes conducting outreach, engaging at a high political level, hosting key OGP events, and mobilizing the rest of SC and broader  Partnership in support of OGP’s strategic objectives. The subcommittee is composed of the Partnership’s leadership troika, including current, previous, and incoming co-chairs.

Criteria & Standards (C&S)

C&S oversees the implementation of OGP’s rules and the C&S mechanism to ensure that all OGP members uphold OGP values and processes. The subcommittee provides strategic input to the Support Unit to develop and review OGP participation policies including Response Policy cases, the eligibility review process, and recommending countries to be designated as inactive.

Programmatic Delivery Subcommittee (PDS)

PDS provides strategic oversight of OGP’s strategy for advancing open government reform across priority themes, working closely with the Support Unit to scale thematic ambition across the Partnership. PDS also supports global advocacy efforts and makes recommendations to establish task forces necessary to carry out the work of the SC.

Task forces complement the ongoing nature of the standing subcommittees, and enable the SC to respond promptly to emerging challenges or opportunities. In carrying out their responsibilities, task forces make recommendations for the consideration and adoption by the SC, but do not have decision-making ability of their own.

Task forces are composed of an equal balance of governments and civil society representatives from the SC. In addition to SC representation, task forces may be composed of non-SC individuals with specialized knowledge or skills relevant to the particular issue or project at hand. Accountability Review Task Force

This task force carefully assesses current OGP accountability mechanisms and, if necessary, recommends revisions to streamline and enhance their effectiveness, ensuring they remain fit for purpose and responsive to the geopolitical realities of OGP members. Action Framework Task Force

This task force reviews and updates rules, guidance, and communications on OGP action plans. The goal is to make OGP’s processes more user-friendly, adaptable to diverse national contexts, and aligned with current and future political realities.  For further information, please see the Task Force Terms of Reference here.

Local Task Force

The Local Task Force serves as an advisory body to guide and support OGP’s approach to the implementation of subnational initiatives. While most task forces are time-limited by definition,this task force is permanent in practice with a standing mandate in addition to time-bound projects assigned by the SC on an ad-hoc basis.
