Policy Area Benchmarks

The OGP Support Unit is piloting benchmarks – concrete measurements of policy progress using third-party data – so that reformers can see exactly where they stand in implementing the Open Gov Challenge and where they need to push next. Data on OGP-wide performance is being released first. Country-level data and additional analysis will follow.

Indicators

The benchmarks measure implementation of key open government policies in the Open Gov Challenge, including in access to information (ATI), fiscal openness, anti-corruption, digital governance, and public participation. The data will be released on a rolling basis. A subset of benchmarks is below.

Key findings

OGP countries consistently outperform non-OGP countries

  • 68% of OGP countries have a judicial whistleblowing policy, compared to 20% of non-OGP countries.
  • 59% of OGP countries have adopted the Open Contracting Data Standard, compared to 13% of non-OGP countries.

OGP countries have established the right to information, but effective oversight remains a challenge

  • 99% of OGP countries have access to information legal frameworks, but only 68% enable appeals to independent oversight bodies, with many lacking enforcement powers.

OGP countries have made progress on open justice, but integrity and accountability lag

  • Many OGP countries publish court decisions and legal case data, but only about half have independent complaints mechanisms and fewer than one-third publish asset declarations of high-level judicial officials.
