The benchmarks measure implementation of key open government policies in the Open Gov Challenge, including in access to information (ATI), fiscal openness, anti-corruption, digital governance, and public participation. The data will be released on a rolling basis, starting with ATI. A subset is below.

Key findings
OGP countries consistently outperform non-OGP countries
- 41% of OGP countries have a public beneficial ownership register, compared to 12% of non-OGP countries.
- 59% of OGP countries have adopted the Open Contracting Data Standard, compared to 13% of non-OGP countries.
OGP countries have established the right to information, but effective oversight remains a challenge
- 99% of OGP countries have access to information legal frameworks, but only 68% enable appeals to independent oversight bodies, with many lacking enforcement powers.
OGP countries have passed key anti-corruption laws, but follow-through lags
- Nearly all OGP countries mandate collection of asset disclosures, but almost half do not publish this data.
