Independent Reporting Mechanism – Co-Creation Brief

IRM Guidance – Co-Creation Brief (Graphic)

How does it help?

The Co-Creation Brief shares lessons from past action plans and international open government practice to support multi-stakeholder forums and/or governments in co-designing high quality, ambitious, and feasible action plan commitments.

The brief includes up to five recommendations to strengthen OGP institutions and processes in the country. The brief also includes up to five recommendations for policy areas for reformers to consider in the next action plan. Co-Creation Briefs are provided on an ‘as needed’ basis before or early in a country’s co-creation process.

Who is it for?

The Co-Creation Brief is delivered to a country’s OGP Point of Contact and/or multi-stakeholder forum. It also is shared with OGP Country Support regional teams and other organizational partners who provide support to OGP members.

How do we do it?

  1. The IRM drafts the Co-Creation Brief based on analysis from previous IRM reports, comparative international experience, and desk research of relevant data and local context sources. The IRM may seek input from OGP colleagues and/ or the national government multi-stakeholder forum if needed.
  2. The brief is reviewed internally by senior IRM staff and OGP Country Support colleagues. It can also be reviewed by external reviewers or IRM researchers as needed.
  3. The final brief is published on the OGP website and shared with the OGP Point of Contact. The IRM is available to discuss Co-Creation Brief recommendations with governments and multi-stakeholder forums.
