The Semarang City Local OGP Co-Creation Forum held a series of meetings involving several stakeholders, both from Semarang City Regional Apparatus Organizations (OPD), CSOs, and other agencies involved, starting from the Semarang Local OGP commitment planning meeting, action plan preparation meeting, coordination and consultation meeting for regional apparatus, and other OGP Co-Creation-related meetings. Meetings with civil society and stakeholders were conducted through coordination meetings, formal or informal discussions/meetings via Zoom or WhatsApp Group and/or in public consultation meetings/Musrenbang.

The Local OGP Action Plan of the City of Semarang is an action plan jointly prepared by the Regional Government Organizations of the Semarang City Government (OPD) and Civil Society Organizations (CSOs). Once the Action Plan has been jointly formulated, the commitment is formally submitted and signed by the Mayor, who subsequently issues the Mayor of Semarang’s Decree on the establishment of the OGP Team of the City of Semarang.

Publication and documentation are crucial for conveying and disseminating information. We don’t yet have a dedicated website for local OGP. However, all websites and social media platforms owned by the Semarang City Government feature government transparency, and we also have a website where all government transparency information is available, namely, “Semarang Satu Data.”

Since the beginning of the co-creation process, the Semarang City Government has involved all stakeholders, including regional government agencies (OPD) and civil society organizations (CSOs), each preparing information and preparing to participate in the co-creation process. During our internal program consolidation activities, we also created a WhatsApp group for the Semarang City Government Local OGP as a communication tool for sending invitations and sharing information.

The government is very open to suggestions from stakeholders. A WhatsApp discussion group, the Semarang OGP Group, is also available for stakeholders who wish to provide intensive input regarding the implementation of the Semarang City OGP. Furthermore, at the final session of the Musrenbang (Regional Development Planning Forum), the public and stakeholders were given the opportunity to have an open discussion to provide input on future city development planning.

This commitment identifies clear and measurable activities, namely the addition of Digital Economic Analysis Features/menus, Analysis of Regional Economic Inflation Factors based on staple commodity data, and the addition of TTS (Text To Speech) technology that is friendly to people with disabilities. The development of this commitment can be seen directly on the Semarang Satu Data website. This is in line with the National Policy of One Data Indonesia as stipulated through Presidential Regulation Number 39 of 2019 concerning One Data Indonesia. The development of the One Data Information System is integrated with a similar system at the national level through Semarang One Data.

  • Transparency: Semarang Satu Data program in Semarang City provides easier, faster, and more open access to development data, public services, and city statistics for the public.
  • Public Participation & Inclusion: The general public can participate by freely accessing various types of data, providing input on the types of data that must be provided, and consulting on how to utilize the data according to their needs. Data is openly accessible to all groups and is equipped with a text-to-text system to assist people with disabilities in accessing the page.
  • Technology and Innovation: Semarang Satu Data utilizes a big data system, integrated OPD databases, and a digital dashboard to facilitate real-time access, accelerate data processing, and improve accuracy. Semarang City also utilizes data for smart city planning, such as flood prediction, digital economic analysis, inflation analysis, RT/RW CCTV analytics, traffic management, and responsive public services. Semarang One Data Commitment is a commitment to the sustainability of data management practices that are in line with the National One Data Indonesia policy in accordance with Presidential Regulation Number 39 of 2019. Because of this, every region in Indonesia implements the One Data policy in its region, but each region usually has its own characteristics according to needs, technological capacity, and local context. Semarang One Data has been integrated with smart cities and digital public services, focusing on typical urban issues, combining sectoral data and spatial data in one system, stronger in multi-party collaboration. Semarang One Data is not just a new innovation, but a consistent implementation of existing regulations and continuously improved practices.

SEMARSATATA commitment has been strengthened by the enactment of Semarang Mayoral Regulation No. 25 of 2021 concerning the Implementation of One Data Indonesia at the Semarang City Level. This commitment has resulted in data analysis on the digital economy, air quality, waste, population density, traffic density, illegal parking, mask use, and a useful analysis of community factors causing inflation. It has also added a text-to-speech system to encourage participation by vulnerable groups in easily obtaining and utilizing data.
SEMARSATATA promotes the policy-making based on data by providing all information needed. So the decision making can be accurate with data standards from SEMARSATATA

1.5 Are there any recommended changes to the design of the commitment to help improve its implementation?

There is a need to strengthen institutional aspects including governance, human resources, infrastructure, and budgeting to better realize aspirations and achieve meaningful results. Stronger institutions are expected to deliver higher-quality services and ensure the program’s sustainability.

2 Commitment :

Increasing the community participation, especially vulnerable groups (women, children, seniors and people with disabilities) in development planning (Musrenbang)

This commitment is verifiable, because this commitment aims to achieve increased participation of vulnerable groups and an increase in the number of vulnerable group proposals accommodated in OPD programs/activities.

  • Public Participation & Inclusion: Musrenbang serves as a forum for citizens, civil society organizations, academics, and the private sector to convey aspirations and development proposals at the village, sub-district, and city levels.

This commitment specifically focuses on increasing the participation of vulnerable groups and increasing the number of vulnerable group proposals accommodated in OPD programs/activities.

Musrenbang has long been the official mechanism in Indonesia’s development planning system. However, its implementation can evolve through innovation or new policies, for example, in this commitment to increasing the participation of vulnerable groups.

4 Commitment :

Increasing the number and the handling of community aspirations and complaints on the Lapor Hendi platform, especially for women and people with disabilities

4.1 Is the commitment verifiable?

This commitment can be verified because the indicators are calculated based on the percentage of the number of complaints resolved and the implementation of socialization/training on complaint services for women and disability groups.

This commitment regulates the relationship between the government and the public through an official grievance mechanism with measurable resolution targets.

It is recommended to expand the outreach of grievance mechanisms such as Lapor Hendi to youth, as young people are more digitally active and can serve as digital literacy agents who assist and educate older community members in submitting complaints to the local government.

5 Commitment :

Providing transparent and accountable goods and procurement services for SMEs (Small and Medium Enterprises) in Semarang through Gulo Asem program

5.1 Is the commitment verifiable?

  • Transparency: Gulo Asem publishes its MSME product catalog through the app, allowing public visibility of products and prices, and the government provides a formal platform for micro-enterprises to gain official marketing access. Regional government agencies (OPD) are required to purchase meeting meals and drinks through Gulo Asem, reinforcing the principles of open government and anti-corruption. Transaction data is recorded digitally, preventing budget misappropriation.
  • Participation: MSMEs participate by registering their products in the catalog and using the app. The government involves MSMEs as subjects of empowerment programs. By requiring OPDs to transact through Gulo Asem, it is hoped that the local MSME economy can recover quickly from the effects of COVID-19 and expand economic opportunities for the community.
  • Public Inclusion: The program is specifically aimed at micro-enterprises in Semarang City, which are often less accessible to modern markets. Providing digital access for small businesses for online marketing allows businesses that may not have substantial resources to participate.
  • Innovation: The use of digital applications for local micro-enterprise marketing is a public service innovation that optimizes technology. Gulo Asem, as a local solution to MSME marketing problems, demonstrates adaptive innovation – responding to local needs.
