Since the election of Mr. Aziz AKHANNOUCH as president, the Agadir communal council has embraced the motto “Think globally, act locally.” This means they are actively aligning local development projects with national policies and Morocco’s international commitments. Openness is not just a goal for Agadir; it’s already evident in the city’s public facilities, contributing to its image as a global tourist destination.

The Directorate General of Territorial Collectivities supports this approach by promoting communication and citizen participation, reinforcing values of openness and participatory democracy. This also acknowledges the elected officials’ responsibilities, as highlighted by His Majesty King Mohammed VI in an October 11, 2013 speech. The King emphasized that communal councils are responsible for managing essential daily services like water, electricity, public transport, cleanliness, and road quality. Elected officials are also tasked with initiating development projects to create jobs and stable incomes. The King stressed that this “noble and scope” mission demands loyalty, integrity, responsibility, and constant interaction with citizens, addressing their concerns promptly.

This emphasis on the King’s speech in Agadir’s “open local government 2025-2027” partnership action plan underscores the commitment of local public affairs managers to this shared duty.

Open Government Challenges, Opportunities and Strategic Vision

What is the long-term vision for open government in your context and jurisdiction?

The strategic vision of the Agadir Municipality Action Plan 2022-2027 is built around:

“Making Agadir an attractive, modern, and open city for its citizens, and a model of sustainable and smart transition.”

The four dimensions constituting this vision are as follows:

  • Dimension 1: Making Agadir an attractive territory: achieving socio-economic growth alongside the city\’s qualification to maintain its role as a cultural hub and sports destination.
  • Dimension 2: Making Agadir a sustainable and smart city: by embedding the spirit of the citizen city and ecological behaviors among residents, striving to reduce the carbon rate, and adopting digitalization.
  • Dimension 3: Adopting an open council: with open communication, balanced finances, and responsible governance.
  • Dimension 4: Equipping the city with modern urban infrastructure: by managing urban planning, enhancing assets, and adopting multimodal mobility.

What are the achievements in open government to date (for example, recent open government reforms)?

Agadir’s commitment to the Open Government Partnership (OGP Local) boosts transparency, citizen participation, and public service quality. Key initiatives include:

  • Open Data: An electronic portal provides easy access to public information, budgets, and financial reports.
  • Citizen Engagement: Consultative bodies for equity and thematic dialogue mechanisms involve residents and civil society in communal action plan stages.
  • Administrative Simplification: Digitalization efforts, like an electronic sports facility reservation portal, reduce processing times.
  • Employee Training: A partnership with the Directorate General of Territorial Collectivities enhances municipal employees’ skills and awareness of open government principles.

What are the current challenges/areas for improvement in open government that the jurisdiction wishes to tackle?

  • The digital divide
  • Sustainable development and citizen behavior.
  • Low citizen access to the municipality’s digital platforms.
  • The problem of urban transport and mobility in the city, as well as traffic congestion.
  • The weakness of the territorial marketing of the city of Agadir.

Consequently, the Agadir Municipality is taking up the challenge of overcoming these difficulties by defining achievable medium-term objectives.

What are the medium-term open government goals that the government wants to achieve?

  • Continue to improve the efficiency and quality of local services through modern technologies
  • Create and activate neighborhood committees
  • Continue the fight against digital illiteracy
  • Continue to implement the smart mobility plan
  • Strengthen external communication and consolidate the territorial marketing of the city of Agadir

These are the same commitments as the action plan for the opening of Agadir, which it will undertake to achieve within the framework of the OGP Local, which aims to achieve the strategic vision of the PAC; and on the occasion of Agadir’s membership in the Moroccan Network of Open Communities (REMACTO) since October 7, 2022, and in the 2025-2027 action plan as an open local government, as defined according to the co-creation and validation methodology adopted by (REMACTO) under the supervision of the co-creation of the monitoring, implementation and evaluation committee of the opening program of the Agadir City Hall, created on May 30, 2023, within the framework of the support program for open local authorities PACTO; and this with the aim of streamlining the consultation and deliberation time.

Thus, the same plan is adopted, including the completed areas, and to continue implementing the remaining areas and completing their components, with a view to expanding and deepening them during the update of the CAP.

How does this action plan contribute to achieve the Open Government Strategic Vision?

This openness plan enhances Agadir’s PAC strategy, aligning with openness principles and Sustainable Development Goals, which was built on broad consultations and integrates transparency.

Agadir adopted a convergence approach for its OGP Action Plan, aligning it with PAC. This strategy aims to optimize efforts towards a shared vision. It seamlessly integrates openness principles, leverages best practices from Agadir’s participation in REMACTO and the PACTO program since October 07, 2022. and helps minimize additional administrative and financial burdens.

How does the open government strategic vision contribute to the accomplishment of the current administration’s overall policy goals?

The fact of adopting the same strategy in the (PAC 2022-2027) and the Agadir Commune’s OGP Local Action Plan 2025-2027 as an open local government aims to concentrate efforts, intensify activities, and interventions in order to achieve the unified strategic vision. In addition to leveraging the good practices capitalized and acquired during the implementation of communal commitments, by virtue of its membership in the Moroccan Network of Open Territorial Collectivities REMACTO, within the framework of the Support Program for Open Territorial Collectivities PACTO. All while ensuring that the national and international context is taken into account, achieving convergence with Morocco’s international commitments.

Engagement and Coordination in the Open Government Strategic Vision and OGP Action Plan

What kind of institutional arrangements are in place to coordinate between government agencies and departments to implement the OGP action plan?

The organizational chart of the municipal administration is considered as an institutional tool and an organizational mechanism for the distribution of skills and the execution of tasks according to an administrative hierarchy that begins with the civil servant within the administrative unit, then the offices within the service, then the divisions whose missions are coordinated and supervised by the general director of municipal services, who also has the power of signature by delegation to the president of the municipal council, for administrative matters, and scheduling.

What kind of spaces have you used or created to enable the collaboration between government and civil society in the co-creation and implementation of this action plan? Mention both offline and online spaces.

Offline spaces:

Since 2022, Agadir has actively engaged civil society in developing its communal action plan (PAC 2022-2027), embracing transparency, accountability, and citizen participation through various workshops. This participatory approach, reinforced by Agadir’s 2022 membership in REMACO, links offline consultations to the PAC’s vision of making Agadir an “attractive, modern, open, sustainable, and intelligent city.”

All citizen proposals have been integrated, aligning the city’s openness commitments with the PAC’s strategic dimensions. To streamline efforts, Agadir’s 2025-2027 openness action plan consolidates commitments from both the PACTO and OGP Local programs, validated on July 11, 2023, with civil society participation.

Online spaces:

Agadir Municipality facilitated citizen participation in its openness action plan by launching an online platform, “Propose your idea digitally.” This initiative, a partnership with the Directorate General of Territorial Collectivities, promotes transparency, accountability, access to information, and digitalization for inclusive development. Citizens submitted proposals via this website.

What measures did you take to ensure diversity of representation (including vulnerable or marginalized populations) in these spaces?

In order to ensure citizen participation in consultative meetings, the commune publishes press releases and information notices and disseminates them through all available means: website, social media pages, announcements in public places, in good time before the set dates. Accessibility characteristics were also taken into consideration…, positive discrimination to encourage the presence of people with disabilities and those with specific needs, youth, and women. The territorial approach is also adopted by organizing local meetings in the various districts of the city.

Co-creation was not the end goal in itself for the commune, but Agadir has established a governance mechanism that ensures the continuous collaboration of central and local government institutional partners, the associative fabric, and dialogue and consultation mechanisms and an instance for equity, equal opportunities, and the gender approach; with an execution and evaluation plan.

What types of activities will you have in place to discuss progress on commitments with stakeholders?

All available means will be adopted to inform stakeholders of the progress made in fulfilling the commitments: meetings, press releases and information notices, the municipality’s website, social media pages, announcements and posters in public places in addition to the annual evaluation reports studied and validated during the deliberation sessions of the municipal council.

How will you regularly check in on progress with implementing agencies?

The regular verification of progress with the departments responsible for the implementation of this plan is done through the periodic and regular monitoring of predefined monitoring indicators and verification indicators.

How will you share the results of your monitoring efforts with the public?

The sharing of the results of monitoring efforts with residents is done regularly by sharing the monitoring efforts using all available means: meetings, press releases and information notices, the commune’s website, social media pages, announcements and posters in public places… and during the periodic meetings of the consultative bodies and consultative mechanisms.
