Action

It is expected not only to improve access to information on public safety, but also to increase citizens’ knowledge and interest in social violence prevention. It is also expected to increase their involvement, participation, and collaboration in the tasks of building a peaceful environment in the municipality. Additionally, through a more functional and articulated space for dialogue and participation, it is also expected that authorities and citizens can collaborate more effectively in analyzing and constructing work models that contribute to improving public safety in Chihuahua City.

The disconnection between citizens, society, government, and private initiative. There is a great gap in communication between citizens, organized civil society, and the government, which means that the citizens to whom public policies are focused cannot be involved or take advantage of their benefits.

The commitment was 100% completed, identifying the following as areas of opportunity:

● Activity 2.3 The access button to the platform is located within online services; it is not displayed from the home page of the municipality’s portal, which may complicate access to the platform for users.

1.2 Describe the main external or internal factors that impacted implementation of this commitment and how they were addressed (or not).

External:
● The start of the implementation of the plan coincided with the electoral period, which caused some of the activities to be delayed.
● As it involves the development of web platforms in the commitments, part of the process depends on personnel external to the Open Government Driving Group.

Internal:
● The beginning of the implementation of the plan coincided with the change of incumbents in the guarantor body and in the Transparency Coordination, which caused some sessions of the driving group to be more spaced out.
● The commitment, as it implies the improvement of COPREV, which is an interdisciplinary roundtable, assumes the consensus and willingness of various strategic actors, which is not always easy and takes time.
