Action

The project envisages the introduction of a new online platform called Ukrainian Social Infrastructure (USI), which is designed to support and strengthen active citizens in order to increase civil society participation in monitoring transparency and accountability of state and local authorities on social infrastructure construction and repair projects. Increase the level of transparency and accountability in the field of infrastructure, involve the public in monitoring the implementation of infrastructure projects, and ensure effective interaction between local authorities and the public.

Problem

The introduction of a new online platform called Ukrainian Social Infrastructure (USI) will increase the participation of civil society in monitoring the transparency and accountability of state and local authorities on projects for the construction and repair of social infrastructure. Filling in the data will improve the transparency of construction work.

The overall level of progress in implementing Commitment №2 – not started.
The commitment was not implemented due to the full-scale war and the cessation of activities of the partner civil society organization responsible for its implementation. Therefore, the project is not planned for realization.

Key factors:
External: the full-scale war in Ukraine, which made it impossible to launch and implement the pilot project.
Internal: the cessation of activities of the partner civil society organization with which this commitment was developed.
How they were addressed:
These factors were not addressed. Due to martial law and the absence of an active partner, the implementation of the commitment became impossible, and the project is not planned for realization.

1.3 Was the commitment implemented as originally planned?

The commitment implemented was completely different from the plan.

No, the commitment was not implemented as originally planned. The implementation of the pilot project did not start due to the full-scale war and the cessation of activities of the partner civil society organization. Therefore, the commitment will not be realized.

Explanation: In narrative form, what has been the impact on people or practice.

Failure to implement Commitment No. 2 did not have a direct impact on the community’s residents or open data practices, as the project was never launched. The plan was to create a mechanism for disclosing open data in the field of social infrastructure, which would provide citizens with accessible information for making decisions and increasing transparency. However, due to wartime circumstances, this initiative remained unrealized, and therefore, the expected positive changes in the field of open data did not occur.

Lessons from
implementation

3. Provide at least one lesson or reflection relating to the implementation of this commitment. It can be the identification of key barriers to implementation, an unexpected help/hindrance, recommendations for future commitments, or if the commitment should be taken forward to the next action plan.

The key barrier to implementing Commitment No. 2 was the state of war. This demonstrated that when formulating commitments, it is necessary to foresee alternative implementation mechanisms and involve several stakeholders to avoid a complete halt of the initiative in case of force majeure. For future action plans, it is worth incorporating more resilient partnership models and ensuring flexibility in implementation.
