The multi-stakeholder forum was referred to as the “Open Government Committee” within the framework of the local open government initiative of the Municipality of La Antigua Guatemala. The committee is integrated by 12 people: six representatives from civil society and six representatives from the municipality. The members appointed by the Municipality were selected on the basis of representation of all municipal management departments, as well as a member of the Municipal Council. Civil society representatives were chosen through an open call and the application of selection criteria. This call was carried out through different instances. The first instance of the call was held within the Citizen Consultation Forums, where participants were invited to submit their application via a Google Form that they could fill out with the assistance of facilitators. At the same time, a dissemination strategy was carried out through various institutional communication channels, such as social media and the established Open Government Community group. This dissemination was based on a communication strategy using graphic materials that hinted at a countdown on the registration deadline with additional information. The initial core contributions of the Action plan came from 15 Citizen Consultation Events targeting various sectors. Based upon these key inputs, members of civil society, the municipality, and technical specialists contributed to designing the commitments in the Thematic working groups. In this process, the Open Government Committee (composed of civil society and municipal representatives) helped to prioritize issues that were addressed in the Thematic working group, as well as to validate the co-creation methodology. The Committee also reviewed and validated the final commitments drafted in the Thematic working groups. It also has a login option. Currently, the only section with content is “Objectives”. This section features the six commitments defined during the co-creation process, with filter options. When a commitment is selected, it filters the activities or goals required for that specific commitment, along with a progress visualization and an option to download a report. Currently, no progress has been registered for the commitments, given the recent approval of the plan. The website is easy to access and navigate, created under a permalink that ensures reliable and stable access over time. Although the website contains important information about the commitments, it could benefit from incorporating additional information and evidence on the public consultations held for the co-creation of the Action plan, activities of the Open Government Committee, and progress reports of the overall process. Updating the website with this information could further help to disseminate the completed activities during the co-creation process.

This first outreach was primarily conducted through posts on the municipality’s official social media channels (Facebook, Instagram). During these meetings, attendees learned about the Open Government Initiative and received information on the next steps.
