The report provides a technical review of the action plan’s characteristics and the strengths and challenges the IRM identifies to inform a stronger implementation process.

The action plan includes promising commitments on administrative appeals, access to government data, and whistleblower protection—but its other commitments do not have clear potential for open government results.
