What is the public problem that the commitment will address?
Budget data in Argentina and other countries offer limitations for full citizens ́ access. These limitations generate opacity and significantly reduce opportunities for citizen participation and control. Budget opacity reveals on two levels: when certain information is not published or when, despite its publication, it requires technical knowledge or access to specific technologies to understand and analyze such data. Through the developments made in the Open Budget site, substantive progress was made in terms of budget transparency and accountability. However, the information currently available refers exclusively to budget execution. In this sense, it is necessary to incorporate new information to guarantee comprehensive control over public spending, by citizens and stakeholders, since the recipients of the payments made are not known today.
What is the commitment?
The commitment consists of incorporating information on the execution of expenses to the Open Budget site, as long as it does not violate the regulations related to the protection of personal data. The budget will thus be linked to the details of the management of goods and services of the National Public Administration. This practice will be aligned with the High Level Principles on Fiscal Transparency of the GIFT Initiative, an international network formed by the public and private sectors that work towards increasing fiscal transparency. The Ministry of Finance joined GIFT in February 2018. Therefore, this policy will respond to the demands of citizens and civil society organizations that aim to have information, in open data, from the budget allocation to the beneficiaries of the payments. Visualizations will also be made to facilitate the interpratation of the data. With the information published so far, the following questions are answered: Who spends? How is the budget spent? What is it spent on? This commitment will answer the questions: Who is paid? What amount? When?
How will the commitment contribute to solving the public problem?
The publication of budget information at the highest level of disaggregation will allow citizens to know the details of each payment, the information of who receives the funds that are disbursed in the different actions and programs that make up public spending. Citizens will be able to access through the Open Budget site an application that will allow them to consult the budget execution, including payments through the procedures cataloged as follows:
● Goods and services.
● Transfers to people.
● Transfers to public and private entities.
● Debt Services and Decrease of other liabilities.
● Increase in Financial Assets and other expenses.
Each receipt will show the details of the contract or administrative act and that of the receipt for the execution of commitment, accrued and payment. The information can be filtered by organizations, programs, activities and other categories that arise from the user experience. It should be noted that the budget execution will continue to be published also in open formats and updated on a daily basis. Only information available in the eSidif system (Financial Administration System that supports the budgetary, financial and accounting management of the National Administration) will be shown.
Why is this commitment relevant to OGP values?
The commitment is relevant to transparency because it will make available information that is not currently published and will show the recipients of the payments made by the National Administration. This will be added to the existing information on budget execution, allowing to know the complete budget cycle. In this way, it will contribute to improving access to information and citizen oversight.
Additional information
The following aspects must be taken into account in the conceptual design of the application:
● Legal consultation with the Agency for Access to Public Information for the protection of the beneficiary's personal data to be included in the information to be published.
● Limitation on the identification of the end user in the information in the eSidif, for example: some agencies send only a summary of budget execution that does not reflect the management by receipts, the ANSES, the external loan executing units, among others; in some cases the informed beneficiary may be the financial agent (a bank or SAF itself); transfer expenses do not identify the final beneficiary. However, the Ministry of Finance is working on an interoperability agenda that will minimize the cases described above.
