What is the public problem that the commitment will address?
The ownership or enforcement authority of the rules and regulations of drinking water and sanitation services in Argentina corresponds to each provincial government within their respective territories, with the exception of the area assigned to the AySA concession in the Metropolitan Area of Buenos Aires (AMBA, for its acronym in Spanish). It is estimated that in Argentina there are more than 1,800 providers in urban locations. Of that total, 23 correspond to providers in provincial and regional jurisdictions, which provide the service to 70% of the population served by drinking water in the country; the other 30% is served by municipal operators and cooperatives. The sector is complex and heterogeneous, and there are many opportunities for improvement in the area of water and sanitation coverage, sewage treatment and quality of the service, as well as in operators ́ efficiency, environmental sustainability and economic sustainability. This scenario of multiple operators and jurisdictional and administrative atomization demonstrates the need for an information system that unifies and standardizes the operation data, and that serves as a public policy tool through the monitoring of objective variables and indicators, within the framework of the general goals of universal access to drinking water and sewers.
What is the commitment?
The commitment involves publishing 10 indicators of at least 8 operators from 8 provinces, representing approximately 50% of the population served by drinking water networks in the country, and their annual update. This action seeks to generate a tool to identify the needs of municipalities and provinces in the provision of these services. Additionally, the Secretariat of Infrastructure and Water Policy (SIPH, for its acronym in Spanish) will develop an administrative act to implement the National System for Information on Drinking Water and Sanitation, the Management and Results Plans, and the mechanisms for incentives and conditions for the adhesion of the jurisdictions to such programs. Finally, a multi-stakeholder roundtable will be formed to deal with issues related to the sector, including the design of a methodology or strategy for addressing water supply to rural, concentrated and dispersed populations, and other topics of interest.
How will the commitment contribute to solving the public problem?
The existence of standardized information related to services will improve the definition of policies, plans and programs from the national and provincial levels to achieve the objectives of the National Plan for Drinking Water and Sanitation, as well as guide the investment prioritization, the establishment of management goals and the evaluation of the performance of providers. Also, the publication and availability of such information will give civil society tools to monitor the quality of service provision. Users will be able to know and follow, through standardized indicators, the quality of the service they receive and the efficiency of the provider. In this way, the user will have more tools to assert their rights as a consumer in drinking water and sanitation services, which often represent natural monopolies.
Why is this commitment relevant to OGP values?
The commitment is relevant to transparency by making new information available and generating a system of public indicators on the provision of the drinking water network service. This will in turn improve access to information by users of this indispensable service.
This commitment also includes a space for citizen participation to address issues in the sector, including a strategy for water supply to rural populations.

This proposal is closely linked to the following commitments:
● The goals established by the 2030 Agenda of the UN Sustainable Development Goals, which entail: i) achieving universal and equitable access to water and sanitation services (targets 6.1 and 6.2), and ii) improving the quality level of the provision, which includes reducing pollution and specifically reducing untreated wastewater by half and increasing reuse processes (target 6.3).
