Se estima que un 40% aproximadamente de la población no tiene acceso a agua potable, lo cual se convierte en una gran ironía en un país con una cantidad significativa de fuentes superficiales y subterráneas de agua que no son aprovechadas en su totalidad por falta de infraestructura, por estar contaminada y porque muchas de las fuentes están siendo degradadas por su manejo inadecuado y sobrexplotación, dando lugar consecuentemente a la desertización y sequía. A la vez hay una deficiente prestación del servicio de agua potable y saneamiento, con continuidad y calidad, en varias zonas del país y debilidades en los sistemas de supervisión y control en la prestación de dichos servicios. Objetivo principal: Mejorar el servicio de agua potable mejorando la gestión de las cuencas y ampliando el modelo de supervisión y control social a nivel local que permita el acceso a información y toma de decisiones oportunas sobre la prestación de los servicios de agua y saneamiento. El compromiso pretende hacer un mapeo de las cuencas, sub-cuencas y microcuencas del país como una herramienta de información y toma de decisiones adecuadas para los Consejos de Cuenca. A la vez crear y fortalecer las Unidades de Supervisión y Control Local (USCL), que son integradas por miembros de la comunidad a nivel municipal, para que en el marco del mecanismo de participación ciudadana aprobado por el ente regulador (ERSAPS), ejerzan la supervisión y control de la prestación de los servicios de agua y saneamiento a nivel local, sustentada en una línea base de indicadores medidos objetivamente, asegurando la toma de decisiones y respuesta oportuna.
