Status quo o problema que se quiere resolver La Intendencia de Montevideo viene publicando anualmente en formatos abiertos los datos de la ejecución del balance presupuestal. Entendemos que esto no es suficiente y se debe profundizar esta política con herramientas que faciliten la visualización y análisis por distintos actores en cuanto a la forma en que se ejecuta el presupuesto por parte del gobierno departamental. Objetivo principal Facilitar el acceso a la información del Presupuesto de la Intendencia de Montevideo con herramientas gráficas que permitan entender a toda la ciudadanía la rendición anual de cuentas. Breve descripción del compromiso Generar una visualización que permita interpretar el presupuesto de una forma más amigable, en un formato adecuado para personas que no tengan experticia en el tema. Desafío de OGP atendido por el compromiso Transparencia y Rendición de Cuentas. Relevancia El presupuesto departamental es uno de los temas más discutidos por distintos actores, y si bien el mismo está publicado en formatos abiertos desde hace muchos años, estos datos al ser de una alta especificidad técnica no suelen ser fáciles de interpretar por la mayoría de los ciudadanos. Esta administración ha puesto un fuerte énfasis en profundizar mecanismos que brinden una mayor transparencia a la gestión, y en particular al gasto público. Se entiende fundamental para cumplir con este objetivo generar una herramienta que permita la fácil interpretación, navegación y visualización de estos datos en formatos amigables. Ambición Generar una aplicación del tipo “open spending” que sirva como medio para transparentar y hacer más comprensible la ejecución del presupuesto departamental. Status quo o problema que se quiere resolver Profundizar la transparencia en la gestión pública en la Intendencia de Montevideo. Objetivo principal Informar sobre el avance de los proyectos estratégicos de la Intendencia de Montevideo Breve descripción del compromiso Poner a disposición de la ciudadanía herramientas que faciliten la interacción con la Intendencia y permitan un mejor control ciudadano de aquellos proyectos que la IM entiende como estratégicos, aportando a una gestión más transparente. Desafío de OGP atendido por el compromiso Transparencia, Rendición de Cuentas, Innovación Tecnológica. Relevancia Para lograr una gestión pública transparente, es clave poner a disposición de la ciudadanía herramientas que faciliten la relación con la Intendencia y un control ciudadano del avance de sus proyectos y de la gestión del Gobierno Departamental. Ambición Desarrollar un Portal que permita monitorear los avances de aquellos proyectos estratégicos llevados adelante por el gobierno Departamental de Montevideo.

Compromiso 40. Sistema de monitoreo ciudadano de servicios públicos de Maldonado
Texto del compromiso:
El objetivo principal de este proyecto es instaurar un sistema de monitoreo de servicios públicos basado en la experiencia Pormibarrio.uy, para mejorar la transparencia, eficiencia y eficacia en la entrega de una serie de servicios públicos en el departamento de Maldonado.

Objetivo del compromiso
Este compromiso tuvo como objetivo diseñar una plataforma de monitoreo de servicios públicos para la ciudad de Maldonado, con base en desarrollos ya realizados por la organización de la sociedad civil DATA, como la aplicación Pormibarrio.uy. El proceso implicaba determinar los servicios públicos a incluir inicialmente en la plataforma a los que se sumarán nuevos durante el proyecto, además de capacitaciones a la ciudadanía en el uso de la plataforma e instancias de participación ciudadana para la evaluación de la misma.

De acuerdo a lo que se plasmó en el informe de avance, este compromiso no se inició. Se consultó al referente de la Intendencia de Maldonado, pero no hubo respuesta [329] Asimismo, se consultó al referente de la organización DATA, quien confirmó que no había habido avances de ningún tipo [330].
