Commitment description
What is the commitment? To move towards the design and implementation of a plan for
raising-awareness and training citizens of the Department in the
promotion of knowledge and the good use of access to public
information as an instrument to exercise other rights.
What is the problem that the
commitment will address?
The municipalities of Canelones have participated in a process
of capacity building linked to the management and consolidation
of their territorial development agendas. Canelones' municipality
management has placed great emphasis on the need to move
forward as pillars in: multilevel coordination, territorial
development and a system for participation. It is expected that,
based on the synergies in these areas and on the basis of
important platforms and actions such as municipal websites and
awareness-raising on access to implemented public information,
progress will be made in a specific line of work with citizens on
these issues.
How will the commitment
contribute to solving the problem?
By consolidating management and accountability tools from the
third level of government intertwined with a training plan aimed
at the citizens of Canelones to empower them in their capacity to
access tools that provide quality public information in relation to
municipal and departmental management.

The citizen awareness-raising and training plan will strengthen
the values of transparency, accountability and citizen
participation, empowering citizens to act.

The proposed commitment contributes from the territorial approach to:
• The Sustainable Development Goals (SDGs).
• The deployment and consolidation of the current national regulations on access to
public information and political decentralization and citizen participation.
• It has a multilevel perspective that links the relevance of access to public information
involving the first, second and third levels of government.

To hold, in agreement with the Unit for Access to Public
Information, at least four workshops aimed at citizens on the
use of the access law, covering the four regions established in
the Department and allowing the 30 municipalities to be
grouped together.

Texto del compromiso como aparece en el plan de acción:
Avanzar hacia el diseño e implementación de un plan de sensibilización y formación a la ciudadanía del departamento en aspectos ligados a la promoción del conocimiento y el buen uso del acceso a la información pública como instrumento para ejercer derechos.
Los hitos de este compromiso son:
- Implementar en acuerdo con la unidad de acceso a la información pública al menos 4 talleres dirigidos a la ciudadanía sobre uso de la ley de acceso que abarquen las 4 regiones establecidas en el Departamento y permita agrupar los 30 municipios.
- Realizar una campaña de sensibilización a toda la ciudadanía del Departamento de Canelones en el marco del Día Internacional del Acceso a la información pública.
- Desarrollar instructivo básico sobre acceso ciudadano a la información pública.

Contexto y objetivos
El Departamento de Canelones está conformado por 30 municipios [70]. Estas son estructuras de representación política en unidades territoriales de al menos dos mil habitantes, con personalidad tanto social como cultural y que facilitan la participación ciudadana.
Los municipios de Canelones están participando desde febrero de 2018 en un proyecto de Fortalecimiento de la Gestión Municipal [71] que se desarrolla a través de un convenio firmado entre el Gobierno del departamento de Canelones y la Oficina de Planeamiento y Presupuesto (OPP).
Este proceso de fortalecimiento se refiere a cuatro áreas: 1) generación de un sistema de indicadores para monitorear la gestión de los municipios en la ejecución del presupuesto, en el tema actas, en la vinculación con la sociedad civil, entre otros temas; 2) sistema de información que contenga esos indicadores; 3) protocolización de los procedimientos administrativos, financieros o de gestión; 4) capacitación de los funcionarios para que estas políticas puedan llevarse adelante.
De acuerdo a lo que expresara el Director de Descentralización de OPP en la presentación del mencionado proyecto [72], el proceso de descentralización tiene como principal desafío la participación ciudadana, es decir, acercar los servicios y los municipios a las demandas de las poblaciones. Tomando en cuenta que Canelones tiene el 30% de los municipios del país, el jerarca destacó que la OPP dio prioridad al departamento para que se acompañe en el proceso de mejora de la gestión.
Con el objetivo de aportar a ese proceso, este compromiso tiene como objetivo llevar adelante un plan formativo dirigido a la ciudadanía del departamento de Canelones para empoderarlos en su capacidad de acceder a los instrumentos que existen para acceder a la información pública sobre la gestión municipal-departamental.
El compromiso, a cargo de la Intendencia Departamental de Canelones con el apoyo de la Unidad de Acceso a la Información Pública, desarrollará talleres, una campaña y un instructivo sobre el uso de la Ley de Acceso a la Información Pública.
Los hitos de este compromiso son claros y se pueden verificar objetivamente. Asimismo, son relevantes al acceso a la información ya que buscan generar un mayor conocimiento sobre la ley para que sea más y mejor utilizada por la ciudadanía. Sin embargo, de acuerdo a la ambición de las acciones propuestas se estima que su impacto potencial será menor ya que el número de talleres y las características de la campaña y el material informativo indican que tendrá un alcance acotado. Con el objetivo de conocer la percepción de la sociedad civil local se contactó a referentes de la sociedad civil del departamento de Canelones, [73] pero no se había obtenido respuesta al cierre de este informe.
Siguientes pasos
La temática es de suma relevancia para el gobierno abierto, dado que la Ley de Acceso a la Información Pública es una herramienta que se puede utilizar para conocer y dar seguimiento a ciertas temáticas de interés por cualquier persona sin tener que justificar nada, pero también puede ser una herramienta útil al momento de buscar evidencia para incidir.
Se recomienda, por lo tanto, que durante la implementación de este plan o para un próximo plan de acción se amplíe el alcance de los talleres para abarcar a un mayor número de pobladores y de distintas franjas etarias (infancia, juventud, personas adultas mayores), sectores (productivo, educativo, social, cultural, etc.) o geográfico (rural, urbano) y se pueda ampliar la campaña de sensibilización a más días y no sólo a un día.
