José María Marín

José María is Director, Country Support (Programs) at the Open Government Partnership, where he leads strategic oversight of country and local programs supporting open government reforms.

He oversees OGP’s Member Services, OGP Local, and EU-funded programs, working to strengthen the organization’s service model for members and advance ambitious open government commitments. He works closely with member governments, civil society organizations, and international donors to support participation, accountability, and lasting reform impact.

José María joined OGP in 2020 as Senior Program Officer for OGP Local, expanding subnational participation in open government and supporting national-local integration. He previously worked at Transparency International (Germany), Fundar, Centro de Análisis e Investigación (Mexico), and the International Budget Partnership (USA), focusing on public sector transparency, public integrity, accountability, and policy advocacy.

José María holds a Master’s degree in Public Policy and Administration from the London School of Economics and Political Science in the UK.

José María is based in Berlin, Germany.

A Look Inside OGP Local Action Plans from the Eastern Partnership

Since 2020, OGP Local has welcomed eleven new local members from the Eastern Partnership region; in 2020, we welcomed Akhaltsikhe, Khoni, and Ozurgeti in Georgia; Khmelnytskyi, Vinnytsia and Ternopil in Ukraine and Vanadzor and Gyumri in Armenia, and in 2022 Kutaisi and Rustavi from Georgia and Armavir and Yerevan from Armenia joined the Partnership.
