OGP IRM Takes a Major Step Towards More Transparent Procedures

OGP’s Independent Reporting Mechanism (IRM) is proud to publish the IRM Procedures Manual. In the spirit of being more transparent and accountable, consistent with OGP values, the manual is available here.

 

Who should use the manual? First, it’s the definitive guide for IRM researchers and national stakeholders. Government reformers working on open government issues can refer to the guide to understand IRM processes and OGP guidelines more clearly, while civil society and other stakeholders can identify key points for advocacy and participation in the IRM process as it relates to the larger OGP processes.

 

The manual includes:

  • an introduction to IRM’s values and foundations, including ethics and conflict of interest policies,
  • detailed information on the assessment process, including the researcher recruitment process and comment processes, and
  • a complete version of the research guidance that forms the basis of each IRM progress report.

By making this document available to the public on the IRM’s website, we hope to assure OGP stakeholders that the IRM process and standards are transparent and easily accessible to governments, civil society organizations, and other researchers.
