Canada End-of-Term Report 2014-2016 – For Public Comment

In 2017, the Independent Reporting Mechanism (IRM) published the end of term report for Canada’s second action plan. The report covers the full action plan implementation period of November 2014 through June 2016.

In Canada, the IRM researcher Mary Francoli from Carleton University’s School of Journalism and Communication report’s findings are summarized below:

“Progress was slow during the second year of implementation: A large majority of commitments remained incomplete. Commitments generally had a more marginal, incremental effect –with the exception of open data, and mandatory reporting on extractives, which had a major effect on open governance.”
