Norway Design Report 2019-2021 – For Public Comment

In 2020, the Independent Reporting Mechanism (IRM) published the Design Report for Norway’s fourth action plan (2019-2021). The report covers the development of the action plan and the design of its commitments.

In Norway, the IRM’s findings are summarized below:

“Norway’s fourth action plan focuses on the openness of public administration, open data, and anti-corruption. Notably, the action plan continues a commitment to establish a public register of ultimate beneficial owners of Norwegian companies. In future action plans, Norway could work towards greater lobbying transparency and improve commitment design by including milestones with measurable outcomes and clear outputs.”

And in Norwegian:

“Norges fjerde handlingsplan fokuserer på åpenhet i offentlig forvaltning, åpne data og antikorrupsjon. Handlingsplanen fortsetter en forpliktelse om å etablere et offentlig register over over reelle rettighetshavere i norske selskaper. I fremtidige handlingsplaner kan Norge jobbe for større åpenhet om lobbying og forbedre utformingen av forpliktelsene ved å inkludere milepæler med målbare resultater.”
